Putting a card on the bottom does not ensure the milling unless you have skimmed your opponent's library for up to three other cards in his library with the same name. Then again, a three-card-combo that includes this one with a converted cost of 6 is not worth the trouble, in my opinion.
This card would have been a lot more interesting for , remember it even gives you card disadvantage since the card only goes on top, not directly into the hand. That makes it more useful against your opponent, but as stated above it's not worth it since you either can bring up better combos instead or use single milling cards for less mana and a more efficient effect, e.g. Traumatize.

The aforementioned mill "combos" do nothing if an opponent has more than one copy of the card in his/her deck. However, this _is_ a hilarious Highlander finisher with fateseal/Jace, the Mind Sculptor/Hinder/Condemn/etc.

I usually use Lobotomy or something simular to browse through the opponents deck first... Jester's cap could make sure only 1 copy was left... this card is nasty if played right. Made a deck for it and let my friend play it in a tournament. He placed higher than I did.

I've actually used this on myself quite a bit; I have a heavily enchantment-based UBR EDH deck that focuses on getting Numot out, and then casting Enduring Ideal, ideally copied at least once. If I don't have Enduring Ideal handy, I can Tunnel Vision into Replenish or Open the Vaults, both bringing back enchantments previously killed and dumping a whole bunch of new ones into the graveyard.
this + Jace, the Mind Sculptor's add 2 ability = awesome. For 10 mana, you win the game (unless it was a land or he had some copies or something...).

Actually, my friend used this in EDH quite effectively on himself early game,
Namely to get the Open the Vaults that he had placed nicely towards the bottom of his deck.
Considering his general was Hanna, Ship's Navigator, and his deck was mostly artifacts and enchantments,
Things went very badly for the rest of the table. ._.

Once or twice I've played this alongside Quest For Ancient Secrets as an emergency Tutor. Hardly the cheapest way of getting a card out of my Library, but mana ramps are easy and convenient and it definitely confused the heck out of my opponents enough that they didn't try to counter it!

Most hilarious card technically useable as a tutor ever, targeting yourself. (Not just a six-mana tutor, a six-mana tutor that is worse than Beseech the Queen! Unless you're playing Dredge, in which case... !)
If you're allowed to choose the order cards hit the graveyard, you could attempt some epic abuse of Ashen Ghoul / Nether Shadow conditional reanimation. (The Oracle text doesn't specify the ordering and I forget what the default rule is.)

I would really like to see this banned in EDH. I'm sure there are a handful of cards that stop it from being an instant kill - most of which are just "shuffle your deck" cards, the majority of the time you just don't have them when it hits, and I think Coalition Victory is proof enough that EDH looks down on "counter this now or you lose" cards that take advantage of the format. I mean, even if you AREN'T sure of their bottom card and trying to get an instant win, most decks these days are fairly predictable, to a degree - how hard is it to look at a general and name a staple card, and have the chance to mill anywhere from 6 to 60 cards(maybe even more or less if you're lucky)? Plus, you can Metagame like nobody's business, given that EDH is primarily intended to be kitchen-table casual, so even if you don't automatically call Sun Titan because their deck is white, you've probably seen their deck before and have a good idea of what else to guess. Know they're running an Eldrazi Titan that could make Mill useless? Name it, so they have to draw it next turn, and probably don't have the means to cast or discard it before you cast Traumatize.

This card has more going for it then obvious fateseal combos in EDH. In a multi-player game you can reveal this to an opponent during a stressful board situation and ask if they have an answer; if they name a card for you, you can give everyone the answer they need while also putting you a leg ahead in killing that opponent through milling. Great political card and great mill/tutor effect. If you don't know what you're up against you can always just use it as a spoils of the vault that can't kill you. I'm on the bandwagon.
