While black has more sorceries than instants, combo him with red and blue for the best results. In the blue cards you should have an enchantment that makes Toshi unblockable, then laugh at your foe as you twincasteverything.

Pyromancer's Ascension. Yum. Yes, I'll Lightning Bolt your little chump, then direct that duplicate spell to your face, Lightning Bolt another chump, another 3 damage to your face, etc., etc. Run Manaforge Cinder to ensure you've got the right mana.

What about combining him with Malfegor? Especially in a multiplayer game. When you cast the demon dragon, you dump a load of instants into your graveyard, then Toshiro casts them for you! In fact, a couple of copies of Breath of Malfegor could be a characterful win condition :-)

Potentially doubles the effect of your removal if you have the mana, and the artwork is neat.
@Mephastopheles Why why would you want to dump them? Then you can only cast them once. He lets you cast them twice. So you're just wasting his ability. I'd use it with Virulent Swipe, as it goes into the graveyard the turn after it resolves, thus nullifying the trigger, and you'd get to cast it first on its rebound, then with his ability, every turn.

@BlakeHN: Yes, after the Kami War, he was transported to Dominaria, where he formed the Clan of Umezawa. So Tetsuo Umezawa is a descendent of his.
I like this more than snapecaster mage ^^ snapecaster mage works once... albeit with flash, and lets you cast sorcery too. But Toshiro Umezawa just keeps giving... i like to use him with a couple Tribute to Hungers, doomblade s and/ or (in a red/black deck) a lightning bolt or two. also he works very fine with Innistrad's new Brimstone Volley

Toshiro Umezawa is one of the acolytes of the Myojin of Night's Reach. He became instrumental in the kami war. After the war, he was brought to Dominaria by his patron thus the Umezawa lineage was born and the famous Tetsuo Umezawa being among his descendants.

@Mode: It's not that his Jitte is more broken, it's the combo of Toshiro and Jitte would be too brutal :) Everytime you kill something with Jitte you can recast instants from graveyard, and Jitte + bushido allow Toshiro to kill effectively in combat as well, which = more instants to be cast. They are a treacherous dual :D

So, as a fanciful idea of using a relatively unique general, I made an EDH deck with Toshi here.
Holy moly is it way more effective than I thought.
Creatures? No opponents get to have creatures when Toshiro is on the field, and they frequently underestimate him when they first see him. Black mana is abundant with Crypt Ghast (and the Extort is pretty brutal, given all the cheap instants flying around), Nirkana Revenant, and Cabal Coffers. The real trick is including things that profit off kill spells.
Harvester of Souls and Grave Betrayal are both insane, but the real breadwinner is Insidious Dreams. You fill up the graveyard with kill spells you can recast, and you get your pick out of the library.
For indestructible or Hexproof creatures, Grave Pact, Geth's Verdict, edicts, and so on prove invaluable. And if all else fails, Death Cloud. Ogre Slumlord is especially vicious too. It's a relatively budget-friendly EDH deck, given that half of it is just common kill spells.

Unfortunately does not work with rebound. Rebound specifies "if you cast it from your hand". Buyback would technically work, although that defeats the purpose somewhat.

Terror into doom blade into go for the throat into trajic slip into vampiric tutor. Swing for 2. Your turn.
5/5 for a card with awesome potential.
There's also pull from eternity if you really need it. River kelpie is also a solid choice.
