2-for-1 at a very reasonable cost. You get a standard edict at a standard price, but you get a second firing if the game goes long.

I like the edict cards a lot. Flashback is a bit heavy, but the sheer fact you CAN flashback it is very good.

It's....I don't know how to rate it XD
It's not 'particularly EPIC' compared to lots of the high-end (Akroma's Vengeance) and BUSTED-bargain end (Swords to Plowshares and esp. Dark Ritual), but it IS probably better than we will ever get for Standard again, it MIGHT be playable in Modern, and it's Obviously between good and great in Commander because the games go long.
This and Akroma's Vengeance were once considered completely normal and fair. Cool-but-also-Fair. I guess I'm slightly sad *that* they DO belong in the Vault because cards like these are often either weaker at same mana, or for *different* mana (like more colors, or more of the same color), you can get ultimately much stronger cards for more commitment and rarity. :/ They are pretty old. o.O

Very powerful card. Comes out early to stall aggro, then you have that ammo in your graveyard which most decks cant get rid of.

I happen to LOVE Psychatog-age Magic. :P I haven't even PLAYED it a lot? But it sounds like that Era-and-Back were very much like Old School Mario Bros., Pacman, and AD&D.
The game just gets faster and harder until you die. There is no winning. o.O That...is not everyone's favorite way to have fun, and in fact, the Happy Feeling I get from going through the Tomb of Horrors is NOT Fun...it's Relief. :3 And Accomplishment? So much pain...:O So much horror....:O Those games' purpose have the same purpose as WAR. :P To make people stronger and to make you happy if you are alive when it's over. :)
Psychatog is from that Era. Now, the Vault cards....they All have the Modern Card Frame. A lot of the FTV: Exiled stuff is Core Staple effects at steeply undercharged mana costs. They can be used in essentially Modern Decks though (not literally, but they fit into decks whose strategy is Midrangey or Aggro-y if you want to. But Psychatog? He sends a very different message. VERY different. He's one of the Spikiest cards I know. Unlike Jitte, there isn't a realistic idea that secondary value of the card holds back its reprint...
But....somehow, I'm trying to imagine a Modern Card Frame Psychatog....and his Toothy Evil Grin, His Crocodile Smile, is TOO MUCH a part of his image. Commission New Artwork? ala Tarmogoyf? One could argue that it just stops being Psychatog.
Now, Wizards being a Business, and Businesses existing to make money, I have every confidence they will reprint Psychatog, maybe even soon. He's just one their Iconic Faces, not the level of Jace or Serra Angel or Hurloon Minotaur, but I think he IS as famous for that ugly mug as Arcbound Ravager is, or the general look of Faeries in Lorwyn.
For now, I just don't think Psychatog's face quite belongs on the MODERN card frame....but I do want one. :3 Wizards is unlikely to think he's cool enough for a Judge Foil. Oh well. Chainer's Edict, with this frame and this art, DOES fit Modern Magic just a little better than a Psychatog does.
That's what I'm telling myself to get to sleep at night because they didn't put Psychatog in here when they ABSOLUTELY SHOULD HAVE. :/
They should have DARED to include a mix of Modern and Pre-Modern card frames. o.O
Or printed Jace and co. in Pre-Modern Card Frames. o.o
