I love red's chaotic damage enchantments like Pandemonium and Aether Flash, and this goes excellently with both of them. It's a lot of fun and powerful without being unfair, which are the things I look for in a card.
would go in a stuffy doll deck thats all i would say

Works pretty well when you're the one chucking Lightning Bolts.

A fantastic multiplayer enchantment. If they are playing creatures, they lose even to small Earthquakes. If they don't have creatures, it's time for Varchild's War-Riders.

So if I cast a Lightning Bolt to a 1/1 creature, is the damage dealt 3 or 1 that is kicked back to the player? Because if it is three... then 5 out of 5.

In a five-player EDH game, I took down three people at once by playing Chain Reaction with this in play. The guy before had just played a kicked Rite of Replication, which boosted the creature count to 15, dealing over 100 damage to some of them. I actually lost the game to the one guy who survived, but even though I didn't win, that play won. Also, use with Earthquake or Starstorm to kill off token decks.
It's also handy in that it makes blocking pretty much pointless. Also, if you block a creature with trample, you'll end up taking more damage than if you didn't block at all. I smell a janky force-block combo...

No longer will you face a dilemma of having an angry mob of creatures after you that your Lightning Bolt would be prime to destroy, but you'd still love to knock down some Life from your opponent.
Now you just kill everything AND everyone!
Oh, and Flame Wave becomes hilarious. Opponent takes 4+4x the number of creatures he has on the battlefield. Have fun.

This works REALLY well with all those split damage burn spells...

@Japicx NO! You won't take more damage than an attacking trample creature's power by blocking it. You will take exactly it's power. Whatever was done to the creature plus the damage that went directly to the defending player.
Attacking with this card out is dangerous since your creatures are going to take damage, and so will you. This card is one of the easier ways to create a draw.
Disaster Radius is even more nuts than flamewave, since it will hit all of your opponents, and quite likely for more than 4 damage.
Easily my favourite card. Staples that I haven't seen mentioned here include Forbidden Orchard, Swans of Bryn Argol, and Bloodfire Colossus which is an absolute MONSTER sitting around just waiting for someone to make a move against you. 6 damage to each non-flying creature for 1 red mana is the greatest protection for your Repercussion.
I have toyed with Mana Flare to help achieve that Bloodfire Colossus and also Purity. Though I haven't had much use or success out of the latter.
Chain Reaction and Blasphemous Act are all the burn you could ever need. Varchild's War Riders are hard to beat for token generation, as are the Hunted creatures.

Or Chain Reaction for big games.

Repercussion puts such a huge target on your head. I'm looking at making the deck more group friendly with Heartbeat of Spring, Rites of Flourishing and Eladamri's Vineyard.

This card seems actively bad in a Stuffy Doll deck. It would just make all the damage you deal to Stuffy Doll to also damage you...
Kills your opponent.
However in a multiplayer game, this would cause you to lose after killing the selected opponent, as the loop will not stop triggering.
