Interestingly enough, this card hearkens back to Psychic Purge, a blue sorcery with a similar mechanic. Funny how red has taken over so many of blue's mechanics:

You can also play this with Chain of Plasma (Yes!) in a burn deck.

The problem with Chain of Plasma is that your opponent doesn't control it; you do. Otherwise they'd just reprint it as Madness 0 and say "if madness cost was paid, it deals 4 damage instead"
@RedSG, when a player is targeted by a Chain of Plasma and he chooses to discard a card, he copies the spell (effectively controlling it), so discarding a Guerrilla Tactics to copy a second round of the Chain is not only possible, but probably lethal (3+3+4 = 10 damage swing! and only 2 mana!)

I'm trying to think of a card you could somehow Donate (or better yet, use Bazaar Trader) to your opponent that makes you discard.
Seems really good sideboard material against Jund in Modern.

Back in the day my friends and I had a Tribal tournament where we each got a creature type and had to build a deck around it. I got Apes, and I tried to sneak in 4 Guerrilla Tactics. It didn't fool anybody but I was allowed to keep it for the lawlz.

This card is phenomenal with Chain of Plasma, Chain of Smog and Scandalmonger in a madness styled deck. Yes, the copy of Chain of Plasma that the opponent copied "causes" you, though it may not be mandatory, to discard a card. Chain of Smog and Scandalmonger are a little more obvious. The opponent copied the spell/activated the ability, so the source is under their control.
The problem with this deck is trying to tempt people to use your spells against you. More often than not, Chain of Plasma winds up being a Volcanic Hammer by the second game, after they saw your trickery in the first game. And unfortunately, Mindslaver would seem like a waste if you were simply trying to make yourself discard. If you don't mind building a deck that you can efficiently run only once, go for it. Put in blue for Psychic Purge and some possible Quickens, of course.
