For me it's strictly a multiplayer card, where you always have someone with cards in hand who is happed to be targeted by this.

In two player, you can usually keep a player at 1 card past midgame. Sure, a few times it won't do anything, but at some point they will draw a counter or a swerve that they can't use. And then they lose it. Sure, it will see more action in multiplayer, but it can function in normal play.

What other shrine cards are there? I thought you could only have one of a certain legendary permanent at a time? Like One Legendary Enchantment at a time? So I couldn't "control" the other Hondens, Or could I?

@ Veggiorto: If you control two legendary permanents with the same name, you must immediately sacrifice both. However, you're allowed to control one of each Shrine because they have different names.
