Can anyone name any other creature that could cost 5 less and still not be playable in any format? Well, I suppose in could enable some really lame spirit-crafting in Kamigawa block at that price, but I wouldn't use it even then.

Blue epic fail Wall of Junk. Yes, it can attack and it doesn't take any damage either as opposed to other cards of that sort (Phantom Whelp, Quicksilver Behemoth, Windscouter and the aforementioned wall). But why would you want wasting 6 freaking mana each time to get an attacking creature blocked? You could simply use any ability to tap the accordant creature instead (for example by using Puppeteer), which will keep it from attacking and triggering accordant abilities as well. And returning the Spirit isn't even optional (although even if it was, this card would still be terrible for 6 mana).
I don't exactly know what Wizards thought when making this card, but apparently they were in Chimney Imp common slot trolling mood again.

At first glance, this thing seems utterably miserable... but that's not entirely true. The card itself is very good, it is really only the Mana Cost that kills you.
You basically get a card that can block virtually any creature and resists quite a bit of direct damage with a 6 toughness. If you get creative in getting it on the table, you have some major-league defense the can stop virtually anything, with the lone exception of trample.
Elvish Piper and this guy gives you a blocker every turn that is effectively indestructable, barring massive direct damage.
Wacky, but usable. 2/5

Also note that this guy can't even block tramplers properly. It goes back into your hand right aftwer being declared a blocker, meaning the trampler can choose to assign all it's damage to you anyways

You are missing something: Bounteous Kirin: Legendary Creature — Kirin Spirit (4/4) Flying. "Whenever you cast a Spirit or Arcane spell, you may gain life equal to that spell's converted mana cost". Cloudhoof Kirin: Legendary Creature — Kirin Spirit (4/4) Flying. "Whenever you cast a Spirit or Arcane spell, you may put the top X cards of target player's library into his or her graveyard, where X is that spell's converted mana cost".
I can mention so many card in the Kamigawa block with this kind of trick, 51 contain the words "when", "cast", "spirit" and "spell"... (Sire of the Storm, Skyfire Kirin, Thief of Hope)... or other, like Primordial Sage. So Zephyr Spirit deserve a very honorable 1,5/5, nearly 2/5 for the creative Jonny player we are, because it gives you the possibility to cast it each turn and to block a big non flying creature...

Although there have been some pretty bad cards out there, this really doesn't have anything going for it. For {5}{U} at the same rarity, I would much rather have Aethersnipe which is a much more flexible card. In terms of defensive cards, Eternity Snare will keep at least one creature locked down, and has additional card draw to boot.
