It's rather sad that this was actually one of the more playable two-mana 2/2 creature available to blue for some time. Pretty much obsolete nowadays of course.

You know why Fog Elemental doesn't suck, despite having the same drawback as this only worse? Because it is a deal. A 4/4 flier for is a helluva deal. A 2/2 for 2 might be a minor deal if it flew, but this just fails.
