Can probably always make it big enough to trigger your evolves, and it flies. Its P/T compared to its casting cost will always be on the low side, but the fact you get to use him as you need him makes it worth it.

the card alone is kinda meh, but I there is definitely strong synergy between this and other cards in the set, as well as in rtr, other than simply the evolve mechanic.

It is versatile and has evasion. But it's always pretty bad for it's casting cost.
A 1/1 flyer for three is bad, a 3/3 flyer for five is too, and so is a 8/8 flyer for 10.
Maybe in a blue green commander deck with tons ways to abuse counters, so you can play him late game as a 12/12 monster or something, and have double season him up into 24/24.

At first glance, this thing is not worth the mana, as a 1/1 flier for 3 or a 5/5 flier for 7 is easily outmatch by other cards, but I think some underestimate it.
First of all, it's always going to be exactly as big as you need him to be, which can be quite useful, and when used correctly with Simic's evolve, this guy can really power up your army. Also, don't forget that you can Bioshift this entire creature onto a Fathom Mage or Simic Manipulator for Simic tricksies.

I'm not willing to pay 1 extra mana just to give my Ivy Elemental flying. If he had trample, that'd be a different story, but as is he's way more inefficient than a card that is always, at all times, inefficient.

Splash black and pair it with Corpsejack Menace. Is it going to die? Make it an ooze with Ooze Flux. Is the ooze going to die? Bust it up into saprolings with Korozda Guildmage. You had a Master Biomancer out when you did that, right? Now do you still have that Ooze Flux?

Nice in ramp. Still inefficient, but being inefficient in ramp probably isn't as big a deal as having a flier that can use your mana for size whether it's earlier or later game.
People seem to forget the fact that yes, he will not be worth the invested mana by itself for a flier, BUT he serves a utility in Simic Decks because he lets you trigger your Renegade Krasis's Evolve at will, which then puts a +1/+1 counter on ANYTHING else with a +1/+1 counter on it, INCLUDING your Nimbus Swimmer. And he basically lets you choose his P/T, to which Vorel can double your investment right there. He can be an extremely valuable card to run with Experiment One as well if you have Renegade Krasis to provide you with easy +1/+1 counters to chump block and Regenerate Experiment One while you pump your other creatures....

You get flexibility at the cost of always being underpowered and a color restriction. He also tempts you to use all your mana, denying you counterspell/giant growth mana that could defer your opponent from putting stuff out or attacking you.
However, you also get this card in the colors of Mana Plasm and Prophet of Kruphix. He also triggers ETB/Dies for .
Though you're able to pump him to an insane amount off a Plasm, or give it pseudo-haste with the Prophet, the prospect of casting this thing as a 2/2 vanilla flyer for four for the early part of the game makes it pretty crappy.
tl;dr: Possible finisher if you've got bazillions of mana, but you could do better.

Sure he's never on curve, but consider him in Commander, the delightful land of too much mana and nothing to waste it on. He can be a hilariously big creature there, and Vorel of the Hull Clade makes him magically ridiculous!
