More often than not, it's a Phantom Warrior available for two colors! Giving him less than 3.5 is harsh in my opinion.

Pretty good card, but most of the Rogues this set have the stats to kill him or block and live each time. not really a drawback but something to keep in mind.

As someone who picks rogues in almost every game, I love the slight rogue theme this set has so much. I prefer Invisible Stalker in most scenarios, but I will probably end up forcing him into the rogue deck I am working on.

Dimir prerelease usually won with Consuming Aberration or this. As everyone has said already, this is one of the best targets for Cipher, since the Keymaster Rogue needed you to bounce a creature to get it into play.
You'll usually be able to attack unblocked with this, since there are only 9 Rogue's in the set, and Ogre Slumlord is rare, so that doesn't usually count. Out of the 8 remaining rogue's, 5 of them have a toughness of 2 or less, and most of them are better alive than dead (This, the aforementioned Keymaster, Shadow Alley Denizen, Syndicate Enforcer, and Metropolis Sprite). Out of the remaining 3 (Bane Alley Broker, Undercity Informer, and Balustrade Spy), 2 of them are uncommon and 1 of them can't damage it alone.
So in a limited environment, this is going to be hard to deal with. Thankfully, there's lots of singular removal in this set.

I like this guy, but I'm sad Dimir didn't get a two-drop unblockable. I suppose it would have made cipher too powerful in limited, but I'm beginning to really appreciate how crazy good Dimir Infiltrator was.

great cipher guy, more often than not straight up unblockable, for 3 mana in 2 colors, solid 4.5/5 from me in limited, 3/5 in standard, cause dimir will just run invisible stalker, and other formats just dont care

It's much worse than Dimir Infiltrator. The availability for a mono type deck and 1 additional power doesn't make Deathcult Rogue superior. Infiltrator attacks 1 turn earlier, and in the late game it always can be transmuted to something else.
