Seems pretty bad. If you have guys that can hit them every turn, why would you be trying to mill them?? Just kill them with damage! This way you have to play non mill guys in your mill deck to even use this card.
DIMIR SHALL (k)MILL YOU ALL!!!! 6 cards practically garentied turn 2 with the unblockables.... +3 every turn you don't kill them.... I know, it isn't exactly a Glimpse the Unthinkable... BUT COME ON!!!
also, since you've probably forgotten I said it already as I've whiped your mind several times now....
DIMIR SHALL (k)MILL YOU ALL!!!
-edit 1- @ Auhosja: As Dabok has said, it buffs cards like Jaces Phantasm and Wights and Consuming Aberration. Noting that last card, Consuming Aberration has a unique effect with Cipher.
I put 3 of these cards onto an Invisible stalker once, and here is what happened....
Milled 3 Lands then milled like 12 cards, milled 2 lands and another card then another 7 cards, THEN milled ANOTHER 3 lands then milled another 9 cards..... Yeah, I just milled you for 34 Cards on turn 5 in one turn... that doesn't include the other 18 cards that I milled you for earlier (52 card), and you also drew 9 cards....
Sooo.... how did you like that turn 5 Deck out for a "useless card" with a "useless ability"?

-edit 2- Non, Mill creatures? Do I have to point you to the several evasion creatures that can Mill opponents, like ShriekGeist? 5 Cards for 1 damage? WHY NOT?!

The left 1/4 of this art alone is glorious but I also love how bloated and ridiculous the Azorious garb is.

Quite unfortunate that this, in addition to every Cipher card ever but especially this, has poor synergy with Undead Alchemist.

@auhosj877 Both Consuming Aberration and Lazav benefit by milling and can turn milling it self into an advantage.
More viable than most cipher spells due to its low cost.

I would rather stall in the cipher 2 slot with hands of binding, but this has a fat clown thang in it.

Not bad, cipher; not bad. Not great, but not bad.

the fun thing is that the style guide talks about how Dimir is obsessed with Threes. Notice how everything in his room is stacked in threes.

One thing that hasn't been discussed is that this can work with Circu, Dimir Lobotomist because it casts a new spell every time and that means it exile two cards on top of the milling.

One of the more underrated cards in the set in my opinion. Trying to mill someone out with this card probably won't happen, but with consuming abberation in the deck this card can be a gem in a mill/beatdown hybrid.
Example: Turn two play your Invisible Stalker. Turn three play this to mill for six and leave your mana open to unsummon or play a jace's phantasm. Turn four you can swing and bring your mill total to nine while leaving your mana open for counterspells or an aetherize if necessary. If they tapped out their mana last turn, then turn five is your consuming abberation for a mill of 12 + whatever it takes to burn a mana. So probably around fifteen milled. Turn six play glaring spotlight and mill for some more before swinging for the win.
Compared to using something like glimpse the unthinkable or more likely mind sculpt for the same strategy this card allows more mana to be left open during the often game changing turn four and gives card advantage. That being said I wouldn't using this is a straight mill or a heavy control mill deck.

Expensive combo and probably not worth the cost, but I wanna do it anyway...cast this, let it go to the graveyard without imprinting it, Snapcaster Mage it to give it Flashback, then imprint the card before it gets exiled to Flashback...right?

not even kidding, i milled a friend of mine out TWICE with 2 copies of this and one single stalker. all it took was some countersquall to convince him to stop trying field wipes.

I actually like this. Situationally (but definitely) useful.

No, it's not Glimpse the Unthinkable, but this has cipher, meaning in a blue/black mill deck you slap a few Deathcult Rogues and Keymaster Rogues and you get insane amounts of milling, more than glimpse the unthinkable.

This card is not to be underestimated. I once lost to a Maze's End deck when they put this on an unblockable dude. Yes, that's right, I got milled out by a Maze's End deck. If that doesn't tell you how effective this card is, then I don't know what can.
