It shouldn't surprise me that Tariel's only really gotten bad comments so far. Most people don't like random. I feel the random part makes this card more exciting than it otherwise would have been. Random really is a love-it-or-hate-it concept in this game. I don't feel it's that bad, as you get to choose the player, so you already know what your possibilities are.
I do agree that the mana cost is high. Should we expect anything less, though? She's an Angel. At cheapest we would've seen {2}{W}{B}{R}.

The flavor text is supreme.
Besides, Tariel is in the colors famous for destruction. A 4/7 vigilant flyer that gradually increases your army, I cannot complain. It's certainly not the best of Commander but indeed has its uses.

I love the concept of pulling out of the grave the WORST possible targets at random. Phage The Untouchable? Sky Swwallower? Leveler?
Seriously though, you can manipulate your grave to fight against good ol' Tariel. Void Maw is excellent for this strategy.
EDIT: I also am a bit perturbed by negative comments, the vigilance on this gal is awesome.

She's essentially a legendary Soul Collector with +1/+4 and vigilance. The random bit was forced in to make her feel Red, they should've given her haste to cover the red and cut her P/T to 3/6 and cut the cost by 1.

I actually like this card. Balanced and with a strong repeatable power. But the art looks like it was drawn by a grade-school anime fan. Really, really needed better art.

As for the card... Hmmm... Interesting. Not bad, but there is so much better.
Although, be funny to empty out an opponent's graveyard, then kill their Akroma and immediately reanimate it xD

Just how many bad targets do you expect to see in an EDH game? Maybe your metas are different, but around here the targets are usually going to start at Yavimaya Elder and go up from there. People don't play bad creatures in EDH. If you're really picky you can sculpt their graveyard with jank like Void Maw or just selectively delete cards with Scrabbling Claws.
Every turn she can swing over the top (with a power that is easily pumped to the crucial 7-spot), stay back on defense with a body just big enough to survive most of the printed creatures in the game, and put another man on the board for you. And she's got the crucial "from a graveyard" instead of "from your graveyard" line, which means she's not particularly susceptible to graveyard hate.
If people let her stay on the board, she will win games for you. She doesn't really give you a specific hook to build around, and I don't care for Reynolds' art style; but as far as the rules printed on the card goes, she's good. Certainly not the worst legend in the precons. Offhand I would take her over Ruhan, Basandra, Skullbriar, or Karador.

Sure, she's no Raya, Debtor's Knell, or Adarkar Valkyrie, but she get's the job done. Throw her in your G'yard with the Knell in play, throw up a Jokulhaups, and nab her(and probably Raya too) while they struggle with mana. Sit back and watch their cards slowly migrate to your side of the field. A bit late-game of a strategy, but EDH affords such things.

well apparently she's not :D but her face has some very male facial features imho. unless you take a closer look (since you barely notice the pair of breasts on the card-sized artwork) you might wrongly look at her or parts of her armor.

The worst legend printed in the Commander Precons. It's a shame the she either: - Doesn't has a lower CMC or - Targeted Revive
EDH doens't means you can play with every bad card. And this one is rather on the bad side.

Don't forget that every general has an unprinted, but extremely important stat: Hate Level.
Ever use Kaalia of the Vast as your commander, or play against her? When she hits the table, the game changes. Eyes narrow. Hands shake under the table. Suddenly its not 1v1v1v1, its 3v1.
Tariel, though, she isn't seen as much of a bomb. She flies? She's an angel, of course she does. Vigilance? Nothing too bad there. 4/7 seems to be just barely low enough that she doesn't trigger anyone's "Kill the Fatty" reflex. Sometimes people get worried about her Debtor's Knell effect, but they always write it off once they see that it's random.
Dark Ascension recently released Vault of the Archangel. This an ultra-ultra-autoinclude in every Orzhov, but especially every Kaalia colored EDH deck ever.
Even in a Kaalia-based, heavy Angels/Demons/Dragons deck, Vault of the Archangel also makes me want to mention Hellrider as a possible autoinclude for these colors. Even though he's 'the wrong type'. It's just....really, really stupid how powerful those cards are next to each other.

It's not a pair of sunglasses. It's a red ribbon. Tied around her head, over her eyes. Like a blindfold.
Which is a flavorful way of letting the word "random" fit into that tap ability of hers.
I like to use Pulsemage Advocate and other graveyard manipulation like Withered Wretch in order to make her ability less random. Cards like Blazing Specter and Silent Specter (a personal favorite) put your opponents fatties in the grave for you, Life's Finale also does an incredible job of this. Threaten effects alongside sac outlets (Infernal Tribute, anyone?) let me get whatever fatties they manage to play back into Tariel's reach. She may seem sub-par at first, but her colors give you access to some pretty amazing possibilities.

Also to follow up Lumin's comment, she's a Reckoner of Souls, the blindfold is acting as a shield to the visual facade. Her judgment lies in the objective reality hidden behind the subjective perceptual experience.

She was the commander on the strongest *multiplayer* EDH I have ever seen, which a friend of mine put together. Angel Tribal with 25 Board Wipes, most of which were destroy effects, not exile effects. I am still trying to build something similar, but my best efforts aren't even close to what this deck could pull off.
It goes like this: Turn 1: Whatever. Turn 2: Whatever. Turn 3: Whatever.
Turn 4: Am I losing? If so, BOARDWIPE. Turn 5+: Am I losing? If so, BOARDWIPE. If not, Tariel steals a creature from someone's graveyard and swings for absurd damage (damage starts about turn 6-7, assuming either Sisay's ring or Sol Ring dropped earlier.)
In a typical game, this deck would board wipe once every five turns or so and would win by commander damage at a rate of about 5 turns per player, assuming everyone teamed up against her (which usually didn't happen.)
I've never managed to beat it 1v1 (though I've come close), and in multiplayer it's downright unfair. So much board wide hate. If you run her without board wipes, you're doing it wrong.

Then suddenly she's strapped with Tenza, Godo's Maul and Swiftfoot Boots, The Mimeoplasm is wondering where his Lord of Extinction went, and everyone is scrambling for a WoG effect.
tl;dr She's just strong enough to fly under the radar, but still win games.
