It irradiates pure flavor. Turning things into toads is one of the most classical wizard spells. It's so awesome that I'll have trouble to resist casting it on my own creatures.

Regardless of the flavor text, playing control in limited this card is absolutely bonkers!!! Turning any creature you want into a 1/1 frog you can step on, after they have already declared who is attacking... Are you kidding me? I can turn Blightsteel into a frog and kill him by blocking with my memnite... uh um OK!!!
The best use of this that I have had so far is to turn my grave titan that someone cast act of treason on into a 1/1 frog... Sorry!!

Interestingly, the art was originally commissioned for an Esper spell back in Shards of Alara block—you can kind of see a subtle hint of etherium filigree shapes in the fallen armor. The card was killed, so the art didn't get used in that block, but we held onto it, knowing that the art would work fine on a more setting-neutral core set card—and here it is. Given the art, designing what the spell did was pretty straightforward. "
Hilarious! Polymorph effects are how Blue should kill creatures, and this one is great - and I love the flavor text.

@mutantman If you attack with Benalish Veteran, that means your on the attack phase therefore the buff is applied then and once they decide to block the buff has already been applied and would therefore die once turn to frog has resolved and damage is dealt due to the buff no longer being applied to the creature. Another thing you didn't understand is the wording of "loses all abilities" if an ability is only on the creature due to an enchantment the creature will keep those abilities unless the enchantment is destroyed or some other effect cancels out the enchantment. Of course you did get the mighty leap part right if you do it later in the turn. A quick example would be if I have a... storm crow enchanted with Lifelink and I attack, now lets say my opponent casts Turn to Frog on my storm crow when it resolves my storm crow will lose all of its abilities, however ALL enchantments are still on the stormcrow and active, so now I have a 1/1 blue frog that has lifelink and happens to be called storm crow. That is what this card does and how it works hopefully that will help with the first thing you said "This type of card can easily create awkward, confusing rules scenarios." although they can still be confusing. "Lose all abilities" would not remove an effect that gave the targeted creature +1/+1 until end of turn, nor would making it a 1/1 cause it to lose the bonus, because effects that set power and toughness are figured before any effects that add or subtract from power and toughness. And if an enchantment aura says "Enchanted creatured gains " then Turn from Frog will remove that ability until the end of the turn, even though it's still enchanted, you apply the effects in timestamp order, so in the case of your frogged creature enchanted with flight - it loses flying until end of turn. But an enchantment that does something to the enchanted creature itself rather than giving the ability to the creature still works, like Firebreathing or any enchantment that adds power/toughness. So when he said it can be confussing, he wasn't expressing ignorance of the rules, but rather the difficulty in explaining the rules interactions with someone not as versed in them.

This type of card can easily create awkward, confusing rules scenarios. For example, I attack with Benalish Veteran. You block with a 1/2 Merfolk Mesmerist, then cast Turn to Frog. Whoops, Benalish Veteran's pump is applied after it becomes a 1/1, so it still eats your Merfolk. Ouch. If you Turn to Frog a creature enchanted with Spirit Mantle, it'll lose protection but keep the +1/+1; if I Mighty Leap it later in the turn, it'll still have flying. If you Turn to Frog a creature enchanted with Lure or Firebreathing, the abilities still work, but if you Turn to Frog a creature enchanted with Lifelink or Flight, they don't.
The flavor and execution of this effect are great, and it utilizes a powerful fantasy trope, so I like the card; however, it's a shame that it creates so much unintuitive complexity. Uncommon is the correct rarity for it, since it's not splashy or narrow enough to be rare, but I feel like it still shows up too often; I would consider changing it to UU instead of 1U so that it'll be played in fewer decks and make these interactions come up less frequently.

Odd that it's currently rated slightly higher than Ovinize. I guess giving it the Frog creature type totally makes up for leaving it with 1 power. =)
Could come back to bite you if your opponent's playing Frog Tribal, though. :p
Alternately, play a couple Adaptive Automatons and name Frog. Then play Turn to Frog on your non-frog creatures. Sure, they may laugh now, but just you wait...

I like Ovinize more, mainly for flavour. This card though has its advantages as it changes colour and type, which could be useful depending on what other cards are on the board.
Ulamog, the Amphibian Gyre. Kozilek, Butcher of Horseflies. I guess with a Mycosynth Lattice, then we could get Emrakul, The Anuras' Torn.

I am dissappointed that this can't be used to counter copy spells. I was playing online and somebody goes to copy a transformed werewolf so I counter with turn to frog. The glitches that followed were spectacular, but upon investigation the ruling on copy spells say that the copy is of the base card and it even gets to keep it's original power and toughness. Totally lame judges....totally lame.

Why do you need direct damage? Block something like Darksteel Collosus with a 2/2 creature, then play turn to frog during the combat damage phase and kill Darksteel Collosus. This is great especially since you get rid of its indestructability and its "if it were to be put into a graveyard from anywhere, shuffle it into your library"
This card will make most creatures die to Storm Crow. Even indestructible ones. That's pretty cool. I'd love to see more oddball removal spells like this played.

Gee, it's a good thing they didn't make this a green card. How fortunate we are that Turn to Frog, Diminish, and Ovinize are all powerful blue spells that do something green should be able to do, and green got Shrink instead. Because blue should be good at everything, and Green Cannot Be Good (TM)... except with fat, ugly trampling creatures and millions of annoying 1/1 fungus tokens.

What this needs is an entire series of like-minded instants.
Turn to Dog Instant Target creature loses all abilities and becomes a 2/2 Hound creature with "Discard a card: this creature gets +1/+1 and becomes the color of your choice until end of turn" until end of turn.
