I think people are underrating scry 4. If you're looking for a specific card, and it doesn't turn up in the top 4, you can put them all on the bottom of your library and draw the next two. Digging an extra six deep into your library gives you a really good edge in a combo deck. Failing that, at least you're 6 cards closer to it :). And it's a common!

This card is so ridiculously good for blue, I wasn't playing blue back when it first came out and using it now in m11 it's really good. I tried jace's ingenuity first, but instant speed is only good in a draw go counter spell deck. If you're not playing a lot of counter spells then foresee is 10x the better draw spell. Nothing is better than drawing exactly the card you need at any time you need it. Crystal ball and foresee is also totally nuts. Scry 6, move out cards you don't want to draw, then draw 2 cards.

played stormtide leviathan and intense draw at the release. I did pretty well for saying that was my only win condition. just drawing buckets of cards and dropping the leviathan on turn 8.

Mmmh.
I always was the biggest fan of a blue scry. I would prefer this over "draw 3". But to be honest, it still could be better. In my opinion, the best blue draw spell has the following facts:
- It has cmc2 - it doesn't grant card advantage - it can remove unwanted cards - it's an enchantment - Got it? It's Ancestral Knowledge.
Therefore, instead of scry 4 + draw 2, it would have been better to print a scry 8 + draw 1 card. And this would be inferior to a scry 13 card without a draw effect.... similar to the Ancestral Knowledge. I would rather have a Diabolic Tutor than any semi-random draws. But the best card would be a "scry X. X can be any number" card.
The Goblin Recruiter was a card, when I have to think about the next turns, taking mana cost, possible countermeasures into account. So in my opinion, this is what blue should be about. Sorting your whole library would be the greatest task for a blue mage. Can you plan more then 2 turns ahead? It would be like a chess game.
Therefore, scry is good, but for cmc4, I would have expected much more than this.

Normally I don't like to comment on the art alone for cards, but this one needs it. That was a horrible, last-minute photoshop job to add the additional eyes. I'd might go as far as to say it was done after the artist turned it in by someone else. Look under the top right (her left) eye. You can clearly see the line where it was cut/pasted from the eyes below it. The other side isn't so bad, but you can still see it if you follow the line from the right.
I know, nitpicky much? But when you have art that draws the attention to a certain spot like this, that spot better be damn near perfect. I can't look at this card without noticing that damn paste line. :-(

@Foresee: You're a good card, if a bit slow. When it comes to digging for what you want, there isn't much out there that's better than you at 4-CMC (Diminishing Returns doesn't count, and Cryptic Annelid is wacky). Compared to Concentrate, you give half the card advantage but dig twice as far; it's an interesting trade-off. When I look at you, I can't help but think "I'd like to put you in my deck," but I have never actually done the deed. Also I shudder because of the whole creepy-cloned-eyes thing. *shudder*
@Philosophy: The "replacement" to Foresee in Standard at the moment is probably Forbidden Alchemy, but that has waaaaaay different benefits and drawbacks, especially when reanimation is involved.

Preordain's older brother (sister?). Combo decks and Control decks love this card. Ramp likes it, too.
As a budget MTG player, I've searched SCG for the best draw card spells and this one was one of the best, IMO. It's rarity ensures that casual players can afford this without breaking the bank.
It's casting cost ensures you're not heavily committed to blue, you don't get mana screwed, and it can be splashed.
It gives you a huge advantage in the mid-to-late game when you know what cards you'll need and what cards you won't.
Could potentially put you quite a few turns ahead of your opponent because you've filtered out useless cards while your opponent might end up drawing lands or useless stuff that results in a dead draw.
If you put 4 cards on the bottom of your library then drew 2, you just went 6 deep into your library, which is a huge advantage. (Do the math: that's at least 10% of your deck, usually 12% or 15% by the time you cast it).
Your depleted hand will thank you.
Here's how other draw spells stacked up with Foresee, IMO:
-Jace's Ingenuity: It's an instant, so you can play it on your opponent's EOT step. Lets you draw an extra card for more, but it's not certain that those 3 cards will be the cards that put you over the top. Plus, it's tougher to cast if you're not playing mono blue due to it's extra .
-See Beyond: Cost less, but forces you to shuffle a card from your hand into your library; that's not always optimal. Plus, who knows if the cards you're getting will help against your opponent's deck.
-Mind Spring: Tougher to cast due to it's extra . It's great late in the game when you've got mana to play it. As far as drawing cards goes, it stacks up similarly with Foresee and Jace's Ingenuity for the same CMC. Like other draw spells compared, it doesn't let you filter the top cards of your library, so you take a gamble when you play it.
-Scarscale Ritual: Good card, it's only drawback being that you have to target a creature you control and place a -1/-1 counter on it. No big deal if you have creatures. Can be played on the second turn. If the counter doesn't kill your creature, you get the same card advantage as Foresee but at less and earlier in the game. It also doesn't have to be paid with if you run black. Doesn't let you filter the cards you're about to draw. Good card in the early, mid, or late game.
-Forbidden Alchemy : It's an instant, so you can play it on your opponent's EOT step. Cost less and lets you look 4 deep, but only lets you keep 1 card. It also has a huge drawback of putting 3 cards into your graveyard. It forces you to make tough decisions, which is never optimal. It has Flashback, but at , you're gonna have to splash and probably tap out just to draw 1 card. A great card in reanimator decks or for cards that have graveyard shenanigans, but not so good otherwise.
-Amass the Components: Let's you draw an extra card, but that advantage is possibly negated by having to put a card from your hand onto the bottom of your library. You also don't get to filter the draw.
-Preordain: Can be played on the first turn. Costs less than Foresee, which makes it great, especially in the early game. Allows you to Scry 2 so you'll have a good chance of getting the card you want. Although it's not the cards fault, using it before you have had a chance to see what you're opponent might be up to could hurt because you might Scry away a valuable card without knowing it. I'd say these two cards are about equal, but the extra of Foresee lets you filter deeper and draw two cards. The choice is purely up to the player to decide between Preordain and Foresee. I think Aggro decks will prefer this over Foresee.
-Ponder: Can be played on the first turn. Costs less than Foresee. It's similar to Scry 3, but doesn't let you put cards on the bottom of your library; if you don't like what you see, you're forced to shuffle. If you do shuffle, you take a gamble on what the card you draw might be (it could be one of the cards that was there before that you didn't want). If you didn't shuffle because you wanted to keep a card and there were 1 or 2 cards you didn't want, those unwanted cards are probably dead draws, giving your opponent an edge. Same situation as Preordain regarding the early game and knowing what your opponent might be up to. The choice is purely up to the player to decide between Preordain, Ponder, and Foresee. I think Aggro decks will prefer this over Foresee.

My brother asked why I don't just run concentrate. I demonstrated to him in-game why digging for 4 and drawing 2 is better than drawing 3. Sometimes card advantage isn't about how many cards you have in your hand, it's about how many cards in your deck you're able to see.

I should grab some of these. The digging means you'll get your land drop (if you don't have it) and clear the way of up to 4 other lands or useless cards before making your final decision. Many decks have no idea how screwed they are or if it's a god-hand sitting right there; blue (especially with a card like this) does.

Know what I love about the manga author Akira Toriyama? He makes a character the most powerful being in the universe in a deadly battle to save the world... named Carrot, from the Table-Vege Planet. I can respect that some people don't like the juxtaposition of serious and goofy themes, but it seems those people are often humorless pedants.
Toriyama would love the dissonance of pairing a very serious spell with a silly pun. The creative team just names a card with CMC 4, scry 4, and four eyes in the art Foresee, then goes about business as usual with a deadpan expression.
