one of the few examples of the spell being better than the creature

What the hell? The spell is almost always better than the creature.

This is a great card. It's way more powerful than people realize. I serves so many purposes. It prevents mana problems. It makes land destruction decks almost useless. Also, it helps get the land out of the deck and leave more of the GOOD stuff in. This is truly a great card. 5/5

With this card, you can either accelerate your mana or bounce back from land destruction.

A very awesome card in decks that utilize things like Wild Mongrel and similar cards, because it can give you a ton of fodder to drop from your hand. Also is really great for thinning out your deck. Even if you only get 3 lands out of it over the course of the game that's half the cost of a rampant growth you paid for those 3 lands.
Also, if you go second in a 1v1, here's how you do it.
Turn 1: Opponent drops a land, does whatever. On your first turn, drop a land and play something (this is important!) Turn 2: Your opponent drops a land, and does whatever. On your second turn you play this, but don't play a land. Turn 3: Your opponent touches face to palm when they realize you're getting 3 lands next turn.
It's an early play that may lose you tempo early on, but hopefully your land advantage later on will help you in the midgame.

so its been a while since I read this card. It's always been in the back of my head as one of those really good really old cards that I will most likely never get my hands on. So I read it again today. Then I read it again to make sure that I hadn't misread it.
WHAT
why does something so powerful exist?

I'm very confused about akromar comment... 1 why is it important for you to play something first turn and why would it not be this? here is my reasoning you go second and 1st turn you play this this forces your opponent to either stop HIS tempo or he lets you thin your deck now depending on his deck I doubt he's going to have a deck of 1 drops so that he doesn't need that second land you're daring him to play. Also i don't see this card losing you tempo quite the opposite in fact unless you have some game winning first or second turn strategy... But anyway great card i don't see why it was uncommon in both legends and battle royale but hey it seems all the best cards aside from P9 are uncommon (force of will, AEther vial, Standstill) just to name a few.

This was printed in the same set as Land's Edge. Seems amusing. Possibly back the combo up with Jokulhaups. If your opponent ever wants to have anything on the board again, he/she had better be prepared to eat six damage per turn.

I thought it said plains, seems I was confused with tithe, so actually as it says basic lands, it can work also as a mana fixer, anything else greedy rich ?

@ Dreki, its a tempo drop because you skip one of your land drops. I honestly dont see why you couldnt drop this first turn eather, but i say they bowth work.

Jace TMS. Draw 4 cards every turn, not counting your draw phase, and one of them is guaranteed to be a land. Broken? Too bad this is banned in Legacy.

@bijart_dauth, agreed. there's no way in hell that your opponent is going to stop dropping lands on their second turn just to prevent you from abusing land tax, unless their entire deck is nothing but mana-producing artifacts and creatures or 1-drops.
on a related note, i had a black/white deck that could basically run on 2-3 lands. 4 dark ritual, mana vault, sol ring, land tax, etc. no one i ever played against stopped dropping lands on their second turn. there are very few decks that can end a game with only 2 lands.

@Dreki: To say that this was uncommon in the Battle Royale boxed set is quit misleading as you got one in the Deluge deck every time you bought one.
In same sense Liliana Vess is not mythic rare in the Garruk vs. Liliana dueldecks as it is as rare as Drudge Skeletons, which is categorized as a common, in that package: there are one of both.

This is SUCH an automatic-include in Kaalia Commander decks. Fixes the mana beautifully, and good lord that deck actually needs it. Your whole game plan is based around high-cmc, probably multicolored Demons, Dragons, and Angels. You need this card almost as much as you need Demonic Tutor.
Makes zero sense flavorwise and is stupidly overpowered. Terrible card.

Also, why is this card called Land Tax if it doesn't punish the opponent for having lands? It's more like a Land Grant to the controller.

the first time i read this card i thought it was a sorcery that put 3 land into your hand if you had less lands, i thought it was way to powerfull.
then i read it again and saw the "at the begining of your upkeep" and was realy confused.
the third time i read it i saw that it was an enchantment. i dont understand how cards this powerful can exist.

A perfect white card: card advantage, deck thinning, shuffling, no more mana screw, getting up to 7 cards in hand for Library of Alexandria, replacing the drawn lands with Scroll Rack and a quick recovery from land destruction.. all for one mana. Even if it will not see any play in Legacy, this still is a five star card. 5/5

@adrian.malacoda: Because Wizards is sloppy about card names, even now. Just look at Full Moon's Rise and Moonmist, or Shrine of Limitless Power, or Grisly Salvage. When you consider what these cards actually do, their names are awkward at best. With most cards they do a good job of naming them, but there are always a few that just don't make sense.

The possible interactions between this, Life from the Loam, and Seismic Assault are intriguing. It's been a while since Aggro Loam did anything in Legacy.
Pack your deck with lands and use Zuran Orb to sacrifice them and get more with land tax.

Just bought a repack set of cards on eBay a couple of days ago. Opened up my mail, this was the whopper of the cards that were sent. I can see why it was banned in Legacy though, adding this to my R/W EDH deck.

Oh, look at that. You have more lands than me. Now you have to pay the land tax.
This card solves the dilemma of play/draw, as it influences whether your opponent will give you the advantage of deck- thinning, land draw, and consistent mana quality, or become mana-deprived and cast nothing before you lose.

I always loved using this card to thin my deck. Avoid dropping land just to remove 3 extra cards from my deck a turn that I didn't need anyway.

So the way I see it, the flavor of this card is that you magically connect with a Bureaucrat friend in the towns who can get the deed to a bunch of land and lets you draw extra mana from them.
