I can't believe how good this is, given the draw-and-drop nature of goblins and stacking Goblin Ringleaders however your mana sees fit.

Turn 4: Play Goblin Charbelcher Turn 5: Play the Recruiter, put about 20 goblins on top of your deck, then activate your Charbelcher.
Rest of game: Laugh Maniacally

@Gwafa_Hazid I got a better idea: Turn 1: Mountain, Rite of Flame, Rite of Flame, Goblin Charbelcher Turn 2: Mountain, Goblin Recruiter (stack 20+ goblins on top) Turn 3: Mountain, activate Charbelcher, you win!

is there anything that can be used instead of recruiter in legacy?

There's a reason this card is banned in Legacy.
And no, there is no real substitute for Goblin Recruiter. If there were, it would probably be banned as well.

@HeenaHeena: i seriously hope you're joking... unless you inted to tell the world that Dwarves are better than Goblins... that and the 1 mana difference in their costs is a huge balance difference
Much harder to abuse sure, as it requires 4 mana, 2 colors, and 2 cards as opposed to 2, one and one. However... you could really stand to be more open minded in such a powerful ruleset as magic.
You can also put more boggart shenanigans in the beginning to deal about double the damage. With four out, this method can deal 74 damage in 6 turns. This is what I do instead of using goblin charbelcher.

Powerful card, with combos or not.
But the art is... Whats the word... 5 for the card, and -0.5 for the art.

One problem with red decks is that they tend to run out of steam very quickly. Combo potentials aside, Goblin Recruiter allows you to put useful cards on top of your library without end, which is what you need to deliver the last killing blow.
Food chain + goblin ringleader + this was good times.

Good thing this is banned in legacy; if anyone in my casual playgroup tries to run it, I can throw the "vintage-only cards aren't casual" argument at them. It's probably a warranted ban too, given how powerful it is in a goblin tribal deck. For 2 mana you completely eliminate randomness from your deck. That is to say, after you successfully resolve this, you get perfect draws, provided you start with enough lands to get everything out.

My favourite goblin of all time (Raging Goblin aside), and the MVP of my old Goblin Chain deck.
Turn 2: Mountain, Food Chain, remove Goblin Recruiter from the game, cast any one-drop goblin I already had in hand (e.g. the aforementioned Raging Goblin, Goblin Lackey, Mogg Fanatic, you name it), and remove with Food Chain as done before with Goblin Recruiter. Cast Goblin Ringleader with my new 4 mana, pick up my 4 new goblins, including my next Goblin Ringleader. Sacrifice the Goblin Ringleader in play to Food Chain, get 5 mana, and repeat the above process 3 times. By the end, I had 8 mana to play with, and a huge hand of goblins to cast.
A typical turn 2 kill would usually be brought about by 1x Goblin Warchief and 4x Goblin Piledrivers swinging for 38.
There was one particularly funny occasion where my opponent realised what as going on and decided to double Marrow Shard me before my combat damage step, effectively killing off my goblins and preventing a turn 2 kill with the small sacrifice of paying 2 life (he payed 1 Marrow Shard with the single Plains he had in play from turn 1 and the other with 2 life). Unfortunately for him, I played a Blood Crypt I happened to have in my first hand and a Rite of Flame I drew the next turn (turn 4), followed by Patriarch's Bidding. The look on his face was priceless.

This + Genesis Wave in a R/G/B Goblin EDH Deck (Shattergang Brothers as Commander). Hilarity will ensue.

Edit: yeah, true there's no subsititute for goblin recruiter
For perspective, Not Legal in a format where Jace, the Mind Sculptor, Stoneforge Mystic, Arcbound Ravager, and Disciple of the Vault, all dance merrily around a bonfire.

Best-case scenario, a swift turn 2 win...
Turn 1: Mountain, Mox Diamond, Goblin Recruiter, search for all my goblins and put 1 Goblin Ringleader on top and the remaining 3 at every 4th card thereafter.
