Scaring someone to death. That's cool, but this art doesn't make any sense. The last time I got really scared (when I saw Lady Gaga for the first time) my bones didn't jump out of my mouth after my skin fell off.

This card and Severed Legion were the two cards that one me the first game of Magic I ever won. They were my favorites and somehow worked their way into every black deck I made for the first few weeks of playing.
Now both of them have been either improved on or just plain left in the dust...oh well, I'll always have a soft spot for Terror, the best kill card before Doom Blade.

Yes, 'kills Regenerators', is actually, VERY important. Perhaps Terminate is more useful at this point, but perhaps you are trying to keep your colors easy to play. In Legacy? Still not wholly irrelevant. Does Maelstrom Pulse in fact kill Regenerators? No? Vindicate? Still no? Yes. Terror is good in Legacy. Now that's scary.

This art alone makes reprinting Terror worthwhile.
There was a time when regeneration seemed to be a mechanic fading out of the game as others have, notably banding, but in 2013 it's clear that it's here to stay. If anything, this is "obsoleted" more by the existence of cards like Asceticism that can make all targeted black removal worthless.

Still like the art though.
Yeah, that's certainly a much smaller niche than Doom Blade or Go for the Throat, but it's still a potentially important niche.
Besides, there are still plenty of things to kill that are both nonblack and nonartifact.
This belongs on a museum wall at maximum size.
