UNBAN_SHAHRAZAD... Yeah. There's a reason Ancestral Recall is banned/restricted, and this isn't.

They could make a land with this effect that works every turn, and call it Concentration Camp.

And now this effect is being priced at 5 mana. It's called Jace's Ingenuity, and it's in 2011.
Edit: Ok, I missed the bit about the Ingenuity being an Instant. On another subject, check out the Magic Arcana for 12 July 2010 for a cool alternate-art version of Concentrate, and four other cards that were custom-made for a recent movie. I especially like Illusory Thoughts.

this is rated, at time of this writing 3.4 stars, and harmonize is rated 4.8 stars. I guess because blue has a lot more draw options, but still this is not too shabby.

@UNBAN_SHAHRAZAD: That's two words, actually.
And comparing ANY card to one of the Power Nine is kinda silly. It's like saying "well, this isn't quite as powerful as Yawgmoth's Will..."

Jace's Ingenuity is sticking its tongue out at this card:
Nah nah nah nah nah! I'm standard legal and you're not!
(cycles out)
Concentrate:
And now you'll never be played again...

Going by the art, this should have been called Constipate.

Foresee is stronger then this in my opinion, for allot of reasons. It gives you so much control of what you draw, and is much more splash able. Yes you draw 1 less card, but those 2 cards will have much more meaning then the random 3 you get with this.

Appropriately named. That's pretty much the same face I make when I'm trying to my homework, but it's so easy to open up a window and stumble for a while.

Even though they're functionally equal, I find Harmonize much more effective and practical. Simply because 4 mana is nothing for Green, while Blue won't be able to do much else the turn it uses this card. Which in my eyes makes this seem less playable than it's green counterpart. Though this card is still fantastic.

In my opinion, Green draw power in general is on par with, if not better than Blue's draw power options as of late, and can more easily refill it's hand completely. Not that blue is at all unable to do so, but with cards like Glimpse of Nature, Collective Unconscious, Hunter's Insight, Fecundity, Regal Force, Garruk, Primal Hunter, Momentous Fall, Soul's Majesty, Primordial Sage, Greater Good, Citanul Woodreaders, ect. It's hard to deny that Green is at least able to compete with Blue in the department of draw power.
Still, this card desrves a solid 4/5 in my opinion. It's all sorts of awesome.
