although the Legacy of Blue is ultimately able to conjure better spells than this, this, even as a Sorcery, would be considered *definitely* Rare by today's standards.
*too much for Green, at least in Standard. really only because the Color Pie isn't just about abilities, but about Proportions. Blue should always be the best at Drawing cards, {2}{U}{U} for 3 cards is fine by me and I think it would be cool, but that would mean that Harmonize couldn't get printed because it would be exactly as good as Blue, when it *is* okay to ask for Green to be worse than Blue.
CMC wise, it's fine, just in the wrong Color. I believe since this card was first printed in Planar Chaos, that that's the, uh, point. Flavorwise it's even fine by our conventions now, so it's not 'wrong color', but it's still more power than the color should get.
It's weird how a card that was supposed to be only a one time thing has been reprinted 6 times now.

Glad to see Green getting good card draw. Green is the color with the least amount of 'answers' or responses, so card advantage is less OP in Green (compare to white which has all the answers).
Seriously, Green and White are the color with most removal (versatile the green ones, powerful the white ones). Green lacks in consistency in creature removal, but it supplys easily with better and bigger creatures. Red has only damage-based removal, or artifact/land very slow removal (easily obsolated by the green ones). Black has creature-focused removal, usually with limitations. It used to have cheap ones, but not so much anymore (not at common anyway). And sometimes recursive removal. Blue has removal that works only if you uses them at the right time, or bounce. Again, white and green are the color with the best removal... There are exception, of course, but this is boardly the state of art.
