I think everyone's overestimating this. Sure he's giving card advantage, but the only decks that want him are instant based, and those decks are going to suffer if they bother playing him. He's twice the price of Pyromancer Ascension , AND requires additional mana in which to activate.
In all seriousness, could be great for a counterburn deck (lots of cheap burn and counterspells), but the issue is the few creatures these decks play tend to be finishers. I don't see it having a competitive role (would love to be proved wrong) but I will take at least 3 for a casual deck.

Another Wizard for Azami, Lady of Scrolls. Brilliant that it doesn't tap to draw the additional card, so you can play an instant, pay 1, then tap it and draw another with Azami out.

Half-dead said it best. "Oh look, another one." Wizards may be taking second stage to Angels and Demons in this particular block, but MAGIC just isn't MAGIC if Blue isn't doing some silly things with non-creatures somewhere in the set...

I'm a little annoyed that this is actually /more/ expensive than Mentor of the Meek, considering blue instants are generally played before this thing gets out, and white will have a lot more creatures enter the battlefield than you will be playing instants.
Speaking of, Flashback loves this guy (consider Desperate Ravings), but many spells can benefit from this. Gut Shot becomes a cantrip as well as a weenie killer, as does Marrow Shards. One mana cantrips like Thought Scour, Visions Of Beyond or Twisted Image get more effective later in the game. And there's nothing wrong with making Doom Blade replace itself and give you a two-for-one.

This guy turns turn to frog into a snakeform, and then he goes on to do some frog stomping. Plus he can trick out all your counterspells and redirects, or any of your favorite inexpensive blue instants, into pure card advantage. Speaking of inexpensive instants, the thought of this ability tacked on to a swords to plowshares makes me feel a little warm inside. I really like this card, and I think the 4 cmc keeps its power level very balanced.

This card just missed the mark, Wizards wanted to make a blue Mentor of the Meek, they had a chance to make it good by adding "Sorceries and instants" but chose to make it only for Instants, then they added one more blue mana for it. Is this just because Wizards believes blue should always have things harder than Green and White when it comes to creatures?

Like Firemind's Foresight, you're highly hindered by the restrictions of non-permanent spells you get benefits for. It's kind of funny how they're in neighbouring blocks, though. That doesn't mean you should ever play either in Standard. The format is far too fast.
Now mind you, if there's ever a format for him to work in, it's EDH. Drawing cards is always appreciated, and you'll rarely be hurting for mana, considering the formats speed.
Lastly, I think this art is pretty sublime. When I got this in foil, I thought the card was scratched. I don't know how it happened, but it looked that way. Then I looked on the Gatherer and noticed that the scratches were just constellations.
