With this mono-Blue Angel, Green is the only color without a mono-colored Angel.
I really like the "cast another spell this turn" restriction, but I'm not sure if Blue needed more aggressive creatures. It reminds me of the turn restriction of Serra Avenger, which I also liked.
Straight up Ponder or Preordain or even Portent, why not... unless of course, you're lucky enough to find yourself at the tail end of a spell cast for free via Rebound or Suspend etc

There are plenty of zero cost spells out there to let this gal come out and play early, and many mechanics to take advantage of it. Blue just got a cost efficient flyer with a drawback that requires some planning. Good creature, great art. 4/5
Even easier to get out with Warden of Evos Isle. Why not a mono-blue control-evasive beater deck?

I'm rating this a 4 due to the overall flavor and artwork. The artwork is absolutely exceptional. The play strength of the card is low but it certainly has a home in many "casual illusion decks" for sure. May also pitch to Disrupting Shoal in a budget mono blue deck if drawn in multiples. Gitaxian Probe was already great and now it works well with another card, thumbs up from me.
