I have trouble deciding wether or not it is better than Underworld Dreams. On one hand Pyrexian Tyranny affects both you and your opponents (unless they pay), and as you proceed into the late game it begins to loose steam (as each player has 8-10 lands to spare).
Still... it provides some vicious combos and, if used in burn deck fashion, function as a death clock (2 damage per turn). It provides an fun tag team with Kederekt Parasite who needs a red permanent to operate, and can technically knock out a tapped out opponent in turn 4 with Wheel and Deal. Call to Heel could find its way into this deck. Just make sure you dont create a deck based on Pyrexian Tyranny.

sol ring might help you not get burned by this a bit... kederkt parasite is a great card to throw in with this i completely agree. it is a good card... the advantage to this card is that you can prevent the loss of life. it might help you slow your opponents down since you are playing at least 3 colors.. it could level the game a bit untill you have the steam to pump out those decent sized gold creatures.
edit: I would like to add... teferi's puzzle box !!! haha!
a great thing about using windfall and the wheels is, not only do they take damage and lose life, if played early enough, it can mess up their "opening perfect hands"

I have a great deck bult around this theme. Throw in the Kederekt Parasite , Spiteful Visions , Barbed Shocker , Wheel and Deal , even Megrims , and of course Dark Rits for fuel. Best part is that in a large casual multiplayer everyone dies. Also gives a reason to actually play Shah of Naar Isle and Burning Inquiry.

Uh.. djbon2112... You DO realize that Necropotence+Anything is more or less a win, right? Necropotence is ridiculously overpowered without needing a combo.
throw in cerebral vortex and you've got me sold on a solid deck.also if your running the parisite this might be better than underworld dreams.
