its the cheap version of Chandra's Outrage but I wonder how useful this really is

2-for-1's, regardless of speed, are always good because they get you value, and you win both board position (in the sense that you can outrace an opponent after killing their dudes) and card advantage (using one card to kill two of their dudes...makes a difference) at the same time.
Would Chandra's Spitfire get +6/+0 from this if you hit 2 opponents with it?

Cheap, and Effective. Best use it in red decks.

On constructed: Kills Lotus Cobra, Birds of Paradise, Nest Invader + Spawn Token, all the mana myr, all the 'Smiths, a large number of vampires, an absurd number of infect creatures, and so much more. This simply will see play.
On limited: Oh, were you hoping to use your myr to complete your metalcraft trio? Here's a major setback. And because of how ubiquitous the myr will be in limited decks, you're almost guaranteed to get a two-for-one. As one of the worst draft colors in M11, Red has come back in Scars with a vengeance.

Oh, so now we got Volcanic Hammer split in two. Is it playable in the freakin' insane world of Lighting Bolt and other powercreepy stuff? I hope it is.

This is INSANELY GOOD in Scars Limited. Turn one Spellbomb, turn two mana Myr, turn three Chrome Steed is normally pretty insane, until your opponent whips out an Arc Trail...there's simply nothing more devastating to a fast start in the format. The fact that it only deals two and one isn't even a problem because of how small everything in the set is. A crazy-good early game spell. 4.5/5

Yo dawg, I heard you like removal so I put removal in your removal... yeah, ok, we're done here.
Great card! Often a 2 for 1, and even when not a Shock that pings your opponent is not bad for 1R. Especially excellent in Scars limited, with all the mana myr running around. Get some value!

Red burn is getting so many tools lately; at least 2 constructed-worthy burn spells per block. Zendikar block brought us Staggershock, Flame Slash, forked bolt. SoM brings us this and Galvanic blast. It's kind of scary how much loving R&D is giving Red burn...

This is SUCH a beast in limited. I have never seen it played and not be a 2-for-1. The tempo this card offers is just enormous, and when played correctly can totally cripple an opponent. I've been sitting across from the devastating effects of this card several times in the past few weeks. For example:
Opponent is sitting on a mountain and one other land. It is my third turn, and I played a mana myr on my previous turn. I eagerly drop my third land and follow it with a Palladium Myr, ready to power out a big bomb on the following turn (Myr Battlesphere, for example). I pass the turn to my opponent, who seems unfazed by my previous two plays. S/he then returns my serve by dropping Arc Trail, popping both of my myr, then a third land, then maybe something else (Darksteel Axe, a spellbomb, etc.). My board position is ruined.
I'm not saying that this card is a constructed staple. In fact, I would argue that it's a rather mediocre card for standard with all the Titans, Wurmcoil Engine, Molten-Tail Masticore, and Baneslayer Angel running around. It's certainly a fine play against Quest for the Holy Relic decks, but that's it's only serious usage. I would give it a 3/5 for constructed, but a 5/5 in limited formats. If this is in your sealed pool, I would honestly at least try to splash red for it if possible, and in drafts I would pick it exceptionally highly- maybe even first pick if there's no enticing rare.

Target your own Precursor Golem and his buddies with this, and you've got 6 damage targetting up to 3 creatures / players. Furthermore, if you REALLY need to get those last 2 points of damage through, remember there is ALWAYS 2 targets in the game, yourself and your opponent. The only life point that matters is your last one!

I really like this, forked bolt for the 1 CMC burn, this for the 2CMC burn, need one standard legal 2 for 1 at 3CMC, reprint arc lightning please. This really helps in a kiln fiend/chandra's spitfire deck, since it can both get rid of a blocker, hit the opponent and pump both creatures.

@ tcollins, you can target golem with this, but because of how golem is worded, you won't get the replicate ability happening with this card (arc trail has 2 targets, but golem needs spells with only one target)
still, this a solid burn spell

@tcollins Sweet idea. I'm sad to see that other than putting more golems out there's no an insane "target two of your own golems' idea that could do it and get 6 spells. Boy 12 damage for 2 mana would be.. totally fair. :P
It's not, and never will be, Staggershock. Which makes me sad. But it should work as a passable replacement in burn decks hungry for a good 2-for-1. Especially if you're running Chandra's Phoenix, which lets you deal a little damage while keeping card advantage, even if you can't kill a second creature with it.
And at least it works better with Chandra, the Firebrand given that copied spells don't rebound. Same damage overall, (2+2+2 vs 2+1+2+1) for one less mana, it splits up favorably (can do 1, 2, 3, or 4 damage to various targets), and all resolves at once instead of waiting for your next upkeep. And losing instant speed doesn't matter that much when you're talking about comboing with Firebrand's -2.
Of course you could copy the original Staggershock and then copy the rebound for a total of 8 damage, but you'll kill Chandra with it if you don't proliferate her somehow or wait an extra turn to build her loyalty, which is a huge tempo killer.

It's pretty much a mini-Arc Lightning.
