fancy artwork, but it suits great to the name and effect! ;)
consider using it with Madness effects or cards you preferably want to see in your graveyard.

Most of the time, this is just going to be a bad Lava Spike...

Was put to great use in early Lazarus decks, with effects like Animate Dead for big turn 2 threats.

Great to get stuff in the graveyard for reanimation. Also, blue direct damage is always interesting, even when it comes with strange effects.

I like this card for re-animator decks, it does a bit more than simply allow you to discard beefs to dig up later. While it's true that most times your opponent/s is just going to discard a land and take a little damage, that's nothing to scoff at. Especially in a group game.

.....

have any of you seen "Beauty and the Beast" ?
Remember when Beast "invites" Belle to dinner, and Belle says "no thanks?"

.....

Gatherer does not have a font large enough to properly express:

WHAT ?!?!?!?!?!?!?!!?!?!

This does 3 damage to each player. For one mana. That makes it better than every Black or Red "Wrath" or "Pestilence" effect ever, and I'd say NEARLY stepping on the toes of TERMINUS, THOUGH it does not hit creatures at all....because if the players are DEAD, their creatures stop hitting you too. X.X -_- :O @.@ >.> ?!?!?!

AS IF THAT WERE NOT ENOUGH

They will, after the first time this is thrown, or maybe the second, possibly opt to start DISCARDING cards. THEN this becomes WRATH OF TOURACH, OBSOLETING ALL SPECTERS ALONG THE WAY!!!!

Cards like "Regrowth" and "MYSTIC RETRIEVAL" are 'tings.

ISOCHRON SCEPTER and SPELLBINDER may not copy sorceries, but THE COLOR RED, PANOPTIC MIRROR, AND SPELLWEAVER HELIX DO!!!!!

JACE, THE MINDSCULPTOR IS BLUE, LIKE 'DIS CARD!

WHY, OH WHY IN RICHARD'S WHITE/BLUE/BLACK/RED/AND GREEN EARTH IS THIS NOT BANNED IN COMMANDER?!?!?!

EVEN WITH all the Tutors and Recursion in Commander, this is MORE BROKEN in 60-card Constructed-

A basic Ponders-and-Counterspells shell and 4 of this and you're going to OWNGE!! S.S

I'm going to build a Blue/X deck, whose sole purpose is to get Jace and start *** as many Mind Bombs at the board as possible, with Twincast and some other Devilry. Between Jace and Mind Bomb, I honestly can't think of any other cards I need to win the game, except just maybe Counterbalance.

I prefer Careful Study for filling my graveyard for Blue. But this isn't a bad alternative if your deck is more direct damage focused.

Building a Suicide Blue -Delver deck. Augur of Bolas, Delver of Secrets, Serendib Efreet,Serendib Djinn, Psionic Blast, Countersquall, Go for the Throat, and Undermine.

Something like that anyway. It's amazing how many of the best beaters blue really has for manageable drawbacks and then powerful counter-burn spells. Not positive mind-bomb will make the final cut; but when you consider that delver + this + spell pierce T2 means you're safe from removal and 6 damage in; it's easy to see why it may go main-deck. Add in a countersquall, undermine, mind bomb, or psionic blast T3 (depending on what you drew) and you'll hit 11-13 damage T3 *with counterspell protection.* Drop Efreet T4 with a mana open for Spell Pierce and T5 is an easy win time frame.

Again; T5 damage win, in blue, with counter mana open the entire game, with bigger creatures than the opponent could land, all with evasion.

Sideboard Winter Orb, Sphere of Resistance, and other control cards that pin down combos; and you should be good to go. Trying this in Legacy in a couple weeks :D

So I'm looking at DarthParallax's comment, and uh...yeah. I don't think he's sarcastic, considering he posted something similar on the fifth edition version and said to look at his comment here. I hope he is, though. The only other way that his comment would make sense is if he's playing a game mode where each player has 5 life, red cards are banned, and creatures aren't allowed to do damage.

This card is okay. You can use it just for the damage, in which case its generally a worse Lava Spike unless you're in multiplayer. Its a lot harder for blue to take advantage of each player starting with lower life though, unlike red with stuff like Flame Rift. Therefore, its best use is probably to discard your own stuff. If you're just trying to reaniimate a big creature, Careful Study or Entomb are usually better options in just blue and black (you can't really run a mono blue reanimator deck, unless you're using Body Double, in which case a 1 cmc discard spell isn't needed because your deck isn't that fast). The 3 damage you'll usually do to your opponent isn't that important when you're getting out a huge creature turn 2-3, and you'd generally rather have a higher chance of actually having a fattie to discard. It could work in Dredge decks, since depending on your win condition 3 damage could be relevant, but Putrid Imp is usually better.
