Adding card draw to green is so fun. This card played really well with druids back when it was in standard. In fact it worked in just about any green deck back in standard.

When you look at Jace's Ingenuity... this is just plain insulting to blue. I actually don't like it. The flavor's... off.

Why reprint a Planar Chaos card? Carddraw is blue. Period. Don't reprint it three times!

Patently false.
First off, black has a ton of card draw (Necropotence, Yawgmoth's Bargain, Ad Nauseam, Dark Confidant, Phyrexian Arena, Skeletal Scrying, just to name a few). So you're already completely wrong.
To go beyond that, green has been getting it's own draw abilities for quite some time now: Garruk's Predator, Lead the Stampede, Momentous Fall, Beast Hunt, Soul's Majesty, Gift of the Gargantuan, Regal Force, Magus of the Library, Fecundity, Greater Good, Collective Unconscious, Kavu Lair, Natural Resurgance, Rowen, Primitive Etchings, Sylvan Library. Green doesn't have as much as blue, but it has a far greater amount than red or white. It's another direct contradiction to your assertation that only blue draws cards, and it also flies in the face of your idea that Harmonize doesn't deserve a reprinting.
Green always gets card draw, but most of the time its on the form of creatures, Elvish Visionary, Garruk's Packleader, ect..
