Mono-blue mill? Well, blue/black tends to work slightly better (coughGlimpse the Unthinkablecough), but it's not like you'll be short on mill effects (this, Traumatize, Tome Scour... even Memory Sluice if you need it). Add some hard counters of your choice (they typically have in their cost, so Sanity Grinding gets better when you flip one) and you're more than halfway there.

It would be fun to have a deck specialized for this card. With some luck, you could send half of your opponent's deck into his graveyard for only 3 mana.

I love cards that give old, terrible cards a purpose (such as innistrad's embracing of human as a tribal type). Think about this- Erosion doesn't suck so bad now.
i run this in a deck with a playset of ghastlord of fugue and it does a decent job. most i've gotten out of it was a mill for 16--not bad for three mana. i play only one copy in my unblockable deck mostly to deal with control decks so i can try to get rid of a lot of their combo potential.

You really have to build around it. Lets say 4 of the 10 cards are lands, and 6 of them have two blues. Thats 12 cards, better off with glimpse the unthinkable at this rate.
But with luck, for example could possible hit 20+ cards with this. Its build around and hard to make work I would imagine.
