This card is SO off color it isn't even funny. It's a terrible effect, anyway.

Water magic draining mana from your enemy seems pretty blue to me.
Not the most useful thing ever printed. But in a deck built purely to annoy the *** out of other players, instead of actually winning the game, a few of these can come in handy.

"Not the most useful thing"? This card is bad as hell. Probably the worst land destruction ever printed. It's off color, yes, but nobody would want to play a Stone Rain which won't take effect until waiting for your opponent's turn at first, and even then he/she can still decide to pay or 1 life to stafe off the loss for another turn. Just a horribly bad card. 0,5/5

Not exactly threatening, especially since they can pay a single life and keep it around for almost forever.
Wait, how does that make sense? If your opponent doesn't want to pay the mana, they will just pay 1 life and keep their land.

Even with devotion this is crap. If you need a three-drop with three blue mana symbols, use Wistful Selkie, Crag Puca, Plumeveil, or Wasp Lancer.
