I love when I design my own cards for fun and find out that they've actually been done before, I just never saw the actual card. Personally, I see this as a Red card. Red is also an enemy of Blue, the Counterspell Color, but I see Red's emphasis on emotions and freedom connecting more with a card that says "If I don't get my way, I at least get something."

Brain Gorgers, Dash Hopes and Temporal Extortion are a little more playable now. Oh, you don't want my 4/2 for 1B coming out? Okay, sacrifice a creature and I draw a card. Oh, you don't want my black/green deck to have a counterspell? Pay 5 life and let me draw a card. You don't want my black/green deck to get a cheaper Time Warp? Pay half of your life and let me draw a card. And don't even get me started on the mana cost of this card.
Another way to abuse it would be in an enchantment deck with Presence of the Master. Funny that they're both Urza's, are enchantments, both are the presence of some important figure and both work with each other. If you stack three of these, Telepathy simply becomes an Ancestral Recall.
It's nowhere near as reliable or powerful as the other Storm combo decks in Legacy, but it's a lot more fun to play. It's glorious to see people scrunch their eyebrows when I play Chalice for zero--what, am I worried about Engineered Explosives or something?--and then go wide-eyed as I drop Presence, let it counter sixteen of my own spells, play a Glimpse or second Presence, and generate a deck's worth of cantrip Storm fodder by auto-countering my own crappy 0cc spells. The Chalice-Presence combo even counters Lotus Petal, Mox Diamond/Opal, Pact of Negation, Engineered Explosives, and any other Chalices I draw, which means I can draw more cards off Presence+Chalice than I can from Glimpse.
Seriously, give it a try, if only for the LOLZ.

Surprised no one's mentioned Blood Funnel. In the right deck, it means every noncreature spell you cast is either flat-out cheaper or draw power.

Holy crap, this + blood funnel, + 2 mana non-creature artifacts = B/G unlimited draw. Have a "win now" card? Do that straight into Tendrils.
Oh, and Tendrils will cost you 2 mana.
And you can do this turn 3 without expensive cards or turn 2 with a bunch of things like exploration, spirit guides or some such.
T2 storm wins for <$20 sounds really tempting to try; probabl $120 with good land support, sideboard, and some shinanigans to get around problem cards.
Mind you, green is the Anti-blue and is the anti-permanent; nothing can survive green with proper cards, meaning main or side you could have an answer to any of your answers.
