Here's a viable win condition for Masques Blue. If you've been playing your hand right they're behind in tempo because you bounced their lands with Hoodwink and you've been preventing them from dropping any creatures with Rishadan Pirate cards or Ports. You're Coastal Piracy enchantment guarantees every pirate or Cloud Sprite not only is slapping them for 1-2 damage each turn, but also drawing you cards to keep ahead and keep them behind, so they really have little to no chance to take advantage of this spell because you'll just drop the same pirate from before and force them to pay mana or sac something.
It's a very effective enchantment, and if your control deck has no creatures, all the better, because you can use abilities as well as spells to bounce them.
