No. Their ability dosen't activate on themselves, becuse when they are in play is when their ability is able to function, not while in transition.

I'm not really sure what you're trying to do with that combo there. I mean sure you can play pact of the Titans as many times as you want, but you can only deal 3 damage to spite mare before you kill it and you're combo stops, leaving you with a payment of during you're next upkeep or lose the game.
Sorry but you won't be able to deal more than 1 damage with the Pact combo as Tibor and Lumia trigger on playing a spell but replicating puts a copy directly on the stack. The copies are not played so tibor and lumia doesn't activate more than once.
Play with student of elements on battlefield. Then throw in some random blue spell and get rollin'.

This card is nice even without comboing it. Given that it deals 1 damage to all land creatures when you play a red spell, it almost translates to that every time you cast a bolt it deals 4 damage instead of 3 to a creature. Cast two bolts, you probably could wipe the board of smaller creatures and the big ones you target are likely dead also. All red damage spells just got an upgrade.

For all you people using deathtouch and wither, keep in mind that you would have to use the cards blue ability on itself in order to not kill/weaken it, as it deals damage to each creature without flying, and it doesn't have flying. This would mean you would have to exclusively use blue or blue/red spells, as a straight up red spell would hit this creature as well.

I can't believe nobody has mentioned Charisma with this. For EDH purposes, Izzet Chronarch is solid, Grip of Chaos is lulzy, and Inflame pretty much reads (1) deal 3 damage to all creatures without flying.
This card has serious flavor and I don't understand why people think its boring.

I see someone has mentioned Basilisk Collar and Charisma but another good combo would be Basilisk Collar and Scythe of the Wretched. Death Touch means every creature dies and when they die Scythe of the Wretched put them under your control.
If I'm not mistaken you would gain control of all of them and pick the one to attach the Scythe to but I would not be shocked if only the creature you elect to attach the Scythe to is the only that you get to retain control of.

Haste creatures will Tremor before they arrive and any bounce spell can put an attack in the air that turn.

I think a much better combo would be this with Swans of Bryn Argoll and Sismic Assault in addition to Pact of the Titan and Djinn Illuminatus
