Keep in mind the block before this was mirrodin, one of the strongest blocks in magic history. The kami block suffers from having to tone everything down a notch, to get the game back were it needed to be at.
For being a narrow hoser, it could have cost . But If I was playing in the Kami block, I would definitely use x4 of these in sideboard, if not maindeck.
Gainsay is an example of a sideboard-counterspell. Hisoka's Defiance is a trash bin-counterspell.

Second lowest rated modern counterspell? Really? Can we at least get this above Vex? Rend Spirit is rated 0.8 higher than this as I write this. Vex, Spell Snip, Mindstatic, Lay Bare all beat this as well. This spell may be way too niche, but it is good at its niche! Those cards are each just awful!
Yeah, this isn't really going to see play, but consider the following. 1.) Limited. Kamigawa has a lot of spirits and arcane spells. If you were playing limited/sealed blue, you could do worse than this. Its Kamigawa, you could do way worse. 2.) Cards like this are necessary. They always put out a hate card or two for each mechanic they make, just in case R&D missed something. at , this card is both cheaper and less color intensive than cancel. If spiritcraft has somehow been a thing, this would have been a good sideboard card. 3.) Arcane may be useless, but spirit isn't. No, its not a big thing, but it has been supported and powerful spirits do crop up in some metas. In the event that any spirit cards become a problem, this is cheap enough as a hard counter to be useful. Its not likely of course, but Obzedat, Ghost Council and Geist of Saint Traft, Kira Great Glass-Spinner, Kataki, War's Wage, Spirit of the Labyrinth, Chameleon Colossus, Kokusho, the Evening Star and numerous other good, actually-played cards can in fact be stopped by this.
I am not saying this card is good, but either it deserves a slightly better rating, or many other cards deserve worse, especially in the counterspell arena.
