Strictly worse than the version with Bo Levar on it. :/

^That. Bo Levar for life. Still, pretty neat artwork. A decent attempt.

Eh, hard for this to find a home when it competes with Dispel for sideboard slots. At least it hits jace(s) and Aetherling, I suppose.

"Gainsay your Gainsay!" Not quite as fun without Bo Levar, sadly.

I really like the fact that while the green (Hunt the Hunter), red (Peak Eruption) and black (Dark Betrayal) use physical force to overpower them (or in black's case, stab them in the back), and the white one (Glare of Heresy) uses magical energy to subdue them, blue simply has to stand there and say your argument is invalid. The countered spell is crushed by a contradiction in its logic.

Most of the useful spells you'll hit with this could have been countered with Negate instead. Still decent though, 3/5

edit: Haha goddamn, was I ever wrong. Monoblue Devotion is a force in Standard, and some control sideboards are playing as many as four of these suckers as a result. For its usefulness in Standard, I've upped this to 4/5. It's situational in other formats, but for now it's a damn good splashable counterspell.

Hard counter everything for 1B against the right deck.
