Flash allows you to benefit off this first, and also allows for you to keep up a counter spell if necessary. Can't wait to follow this up with a Notion Theif.
Being able to leave up counter mana until you've got control of the game and can get more utility out of this than your opponent makes this card fairly compelling. I'm willing to accept a lot of drawbacks to draw an extra card a turn.
But then the mana cost and effect remind me of Phyrexian Arena and I'd much rather pay life than my opponent extra draws for this.
Still a fun card. Excited to play with it!

I wanted another Howling Mine effect already for my Nin, the Pain Artist Owling Mine deck; that this has flash, so that it lessens some of the downside of the deck's need to give my opponents cards as well, similar to how predecessors Temple Bell and Otherworld Atlas worked, is just upside. Now that I think about it, Howling Mine is barely holding a place in its namesake deck archetype because it will likely always have a lower CMC slot. Also, interestingly enough, the purple parts of the Nyx starfield match the color scheme of Nin very well.
Would be nice if it had the subtype -curse- since Kruphix calls it one.

I played this card in the pre–release alongside Triton Cavalry. It was so much fun casting the Dictate at the end of their turn, getting the extra card, then hitting the horses with a one–mana spell and sending the Dictate back to my hand so my opponent didn’t get an extra card. Hah!

I'm so happy Kruphix has become the God of Commander in the Theros block. I think is one of the nicest colour combinations in EDH.

Flash is what takes this card from being situationally useful, to being downright awesome. The fact that this card has an identical cost to Dissolve should clue most people in to it's intended benefit... When you hit your third land, you wait till their turn, counter their big threat if they play one, and of not, drop the dictate and benefit from it first, and with full mana to boot.
True, feeding your opponents cards is a serious concern, but with the right deck, specifically one splashing black for Notion Thief, or Fate Unraveler, this drawback can be turned into a strength.
Oh, and by the way, for you blue-black players out there... Warped Physique just became Dimir's standard god-killer. (And everything-else-killer too)

In this block, Kruphix-specific things they've given us include Prophet of Kruphix, Courser of Kruphix, and obviously, Kruphix itself. In

Pretty much how it goes in order for me is,
Ramp Mana with Market Festival for days.
Pop a Prophet of Kruphix and a Floodtide Serpent.
Play Dictate of Kruphixat the end of opponents turn because flash.
Then play a Whitewater Naiads and make Floodtide Serpent unblockable and attack causing Dictate of Kruphixto return to your hand thus not giving your opponent the extra card draw.
You can play Dictate of Kruphix again but you would need to make sure that Whitewater Naiads doesn't get destroyed and have plenty of enchantment creatures to activate it's constellation or else the Floodtide Serpent strategy just sort of falls apart.
That's one of the ways that I got around the extra card pull for the opponent but that's only because my deck is full of enchantment creatures.
