Anyway, compared to "Free Lightning Bolt" or "Phyrexian Arena each turn" or "1/1 saproling", this may not have as much power as the other Force's. That being said, Blue's always can turn a trick or two, and this is no exception.

Stasis has a new pal. Untap one island on your turn, and something else (like this guy) on their turn. Or just keep them locked down if you already have a way to pay for Stasis.
Compared to the other forces, he is a bit weaker in my opinion. Currently, Verdant Force, Magmatic Force and Baleful Force are on roughly the same power level, while Celestial Force, while still a fine card, is a bit weaker.
How good this thing is depends to 90% on your deck. In the worst case, this guy got some weird form of vigilance. You can also tap the stuff of opponents, or untap one of your lands each upkeep so that, before it's your turn, you can cast some instant or activated ability.
In the end though, it depends on howe well it synergyzes with yout Commander, and how many combolicious cards you got in your deck.
Seems like a mediocre ability, frankly. Sweet art, though.

Although Twiddle initially seems a lot weaker than Lightning Bolt, keeping each opponent's best creature tapped is a powerful ability.
Definitely the most political of the five.

Doesn't seem all that powerful. I'd rather play Tidespout Tyrant.

Just opened and played the Oloro the ageless deck with this guy in it. While I was underwhelmed when I read this guy, when I eventually got around to casting him he was quite amazing.
Basically, this guy read that you get to tap down the biggest threat of each opponent, gains vigilance if the opponent is behind and deals neatly with some very annoying cards like a maze of Ith. Or even: just tap down multiple creatures of this one guy who you want to deal with.
His strength in comparison to the other forces is his flexibility. His ability is powerful yet situational, especially when decks play beefy guys, like many commander decks. I think he's not so much worse than the magmatic force and in several occasions just plain better.
Good card! Much better than you'd think.

The forces can be nice, in EDH. But in any other format they're next to useless.

Think of it this way:
Rishadan Port every upkeep, with no mana investment.

Some good Commanders would be:
Arcanis the Omnipotent
Arcum Dagsson
Ertai, the Corrupted
Experiment Kraj
Heidar, Rimewind Master
Merieke Ri Berit
Niv-Mizzet, the Firemind
Roon of the Hidden Realm
Skeleton Ship
Vorel of the Hull Clade
Other good cards:
Maze of Ith, Thawing Glaciers, Urza's Blueprints... Well, anyhing with a cheap activation cost that involves tapping and that has a useful effect.
Definitely the most political of the five.
