So immediately it's a 3 drop 2/2. Not necessarily exciting, but as Continue mentioned Burning-Tree Emissary makes this guy a lot more insane, and if you're running other green cards like Experiment One or Scavenging Ooze, this guy can get big real quickly.
Turn one elf.. turn two Burning-Tree Emissary X4 and this guy making him 11/11... two 3 swing for 20!!

This is easily a 5/5 or more when it comes out. For three mana, that's insane. We're talking Phyrexian Negator levels of Power and Toughness out of proportion with its mana cost, except without any drawback. If this doesn't see tournament play, I don't know what will.
Every time I see this card I hear the "New item" sound from Zelda play...

Doesn't feel rare to me. This guy will normally be a 3/3 tops in limited, and for three mana that really doesn't feel special in green. In constructed he'll be way bigger, but considering you get a 4/5 for at common (Leatherback Baloth), which would pump up your devotion even more. My suggestions include 1. Dropping it to a 0/0 for . Makes it very flexible. Neat. A passable one drop, cheap two drop or total badass in later turns that leaves mana to pump it. 2. Make it cost , would normally be a disadvantage, but definitely not in this case. You should really be splashing devotion cards anyway. 3. Keep as is and drop it to uncommon.
I think most people are missing how susceptible he is to burn. He enters as a 1/1, and his ability triggers. Responding to his ability with anything from a Spark Jolt to an Izzet Staticaster ping is all it takes to remove what is a rather big threat in mono-green devotion.

i agree with doitpow, 1GG would make this guy rare-worthy. then he'd be at least a 3/3 for 3cmc. as is, he's kinda lame unless you have turn 1 elvish mystic, turn 2 kalonian tusker, another elvish mystic. then turn 3, another tusker and then this guy, makes him enter with 7 tokens. not bad but pretty conditional.. all i got to say is corpsejack menace..

I agree with CrasterofMuelties. The design is the flaw of this guy.
Rather than making it a triggered ability, they should just have worded the card to enter the battlefield with the counters immediately. This is the case for almost every other card in existance — Modular, Sunburst, Graft and Bloodthirst alone are all keywords for creatures that work that way. Then there's also Clockwork creatures, Spikes, Hydras... the list goes on.
Admittedly, this wording has probably been intentional. Maybe for flavor reasons (as an acquired boon, see artwork). But I still think it was uncalled for.
