In multiplayer, it's a good way to keep your opponents from doing anything for a turn or 2. Plus, if you're playing a blue-black-red deck, you can still produce blue mana. It's absolutely meant to be played during your second main phase, or during your first main phase, right before attacking. Basically, play everything else you're going to for the turn, then play it.
For other fun cards that screw with mana color: Conversion and (everybody knows) Blood Moon.
Also, Eon Hub makes this card stay in play nicely. I'm wondering why they made this and Reality Twist in the same set. Poor planning?

I don't know if it was poor planning, they are a little different.
Reality twist is similar but not exactly the same. Islands are unaffected by Reality Twist and has the disadvantage of needing a lot of blue mana to pay it's upkeep and get out.
I think Reality Twist was probably made a little stronger because it suits blue's flavor better, although Naked Singularity would play just fine in an artifact deck. It could get really confusing if both get onto the battlefield.
Playing in a rainbow deck, this will *** EVERYONE playing a mono color deck off!

This card just begs to be played along with Eon Hub in your own Artifact/Colourless deck. With the right acceleration, you could probably have both in play by turn 4 (or even 3, with luck), and unless your opponent is fully prepared with at least a three-colour deck, their mana will be completely messed up while you are completely unaffected.

You may use a different color mana than the color required for spells and abilities that require a specific color. If you do, and the spell or ability checks the actual color of the mana, it can tell the difference!~ Celestial Dawn

The radiance of Akroma's Memorial ensures the militaristic dominance of my metallic legions. The effects of the Eon Hub permeate across the land. With all of this, I am finally ready to utilize the reality-warping power of the Naked Singularity without fear of retaliation, and with it, my grand plan for Multiversal domination will be realized.
The Plains will shoot skyward and become towering mountains. The Islands will rapidly overgrow and become vast forests. The Swamps will be suddenly leveled and become sprawling plains. The Mountains will be swiftly flooded and become desolate islands. The Forests will gradually decay and become fetid swamps.
From this endless chaos, my empire will stand unchallenged. With all of the Multiverse's mana irreversibly distorted, all sentient life, Planeswalker or otherwise, will be powerless to prevent their demise at the hands of my unstoppable iron-clad army. All that exists will become my kingdom, and I will become the unquestioned sovereign of reality itself!
