No, they won't be able to search their library for the basic land unless they pay the {2} as they try to do so. This stops ALL searching through libraries for everyone, unless the fee is paid.

A 2/2 for 1W with a pace-slowing ability. Should have been 1WW, so that makes this a somewhat powerful card. Will see play outside limited/T2 environments as well.

Another "screw the previous sets" card (Tunnel Ignus is even more obvious).He's just a bear (or is it Glory Seeker?) in limited, 'coz there ain't too much deck searching in Scars... oh, there's green spellbomb, which is pushed into thrash can by this lazy cat.

Maybe, I would have enjoyed a 1/3 more to make this card less vulnerable to mass effects an non-Lightning Bolt spells.

For all you naysayers about this card and Tunnel Ignus going to destroy Valakut Ramp...well, they're not. Any Valakut player worth their salt knows to save Bolts for these creatures. In addition, more lists are sideboarding Memoricide, removing all copies from the library.
HOWEVER, he is an amazing card. Got fetchlands? I got Arbiter, and those cards become dead weight.

Hey, so I have a question about this card, does it effect scrying effects? Like foresee? What about Planeswalker effects, like Nissa Revane. Because scrying technicaly lets you look through your library, not completely but your still looking at more then you ever could. And the planeswalker is letting you grab all the elves. So do they have to pay more mana/loyaltiy counters?

@Perrlin: Look at the ability of Foresee "To scry X, look at the top X cards of your library, then put any number of them on the bottom of your library and the rest on top in any order." You are not searching for cards, you are merely looking at the top X cards of your library, ergo, you do not have to pay 2 for the Leonin Arbiter's ability.
The card itself, though, mana/titan ramp decks, BEWARE!! Garfield has sit his fat arse in your way to getting those nasty combos. Although, if you are playing R/G (as stated by previous comments) ramp you would save your burn spells for it. *COUGH*Arc Trail*COUGH* d^-^b

This guy is an all-star for me against Valakut decks at FNM. Sure, he's not perfect, but he slows them down just enough for the rest of my deck to get rolling.
being 1/3 would have made this card so much better. make it cost 2W (or even 1WW) and 1/4 and it becomes one of the best cards to shut down tons of decks.

2/2 for 2 mana is solid. 2/2 with some combat abilities for 2 mana is very good. 2/2 for 2 mana which blocks tutoring, fetching and land recovering is great! It's not broken just because it's quite easy to kill.
This guy is so awesome. I'm building a Modern deck with him, Aether Vial, Path to Exile, and Ghost Quarter. The best situations are generated by him in conjunction with Vial, so I can use Ghost Quarters and not lose mana advantage.
