Not bad... But if you look at it straightforwardly, he's a flying 3/1 with a disadvantage (Technically). And, while not always wise, There are times where you would rather discard than take the damage.
Overall, there are better cards. If he had flash on the other hand...

great card. Aggressive with a fair drawback, that can also be used as a discard engine for reanimation/madness/what have-you.
Designwise its' very good too; combo players like it for fast free hand to graveyard shenanigans, spikes like its aggressiveness (and faerie-ness), melvins like the simple clean interactions with this card, vorthos likes the very faerie-esque flavour.

I have 4 in my rogue deck. It lets them get hit for 3 or discard a card, which is a win-win for you. If I really want it to hit for 3 damage, I use Pithing Needle on it for only one mana.
No comment if you think that Oona's Prowler causes Obstinate Baloth come into play. Your opponent makes a decision whether discard or not, you don't CAUSE your opponent to discard a card. That's why he can't put Baloth into the battlefield.

To anyone underestimating this card: Look at the other fliers black gets. They're usually overpriced or way up on the mana curve. You'd be really hard pressed to find a good black flier for this mana cost. The only one recently to come close is Vault Skirge.

Run with Prowl cards. They may start thinking discarding two cards is favorable to getting hit with Knowledge Exploitation. But wait! Its so lose-lose its not even funny.

One of the most aggressive faeries ever printed. The fact that this didn't get played in the faerie deck back then shows how broken faeries were... However, I love this card and run three of them in my faerie aggrocontrol. I don't run it four times, because it helps unearth, dredge etc. This card has a good flavor (text and picture are both great), good stats AND flying, a low casting cost and relevant creature types. So I'll rate this 5/5 anytime.

Actually, I think they have been fooling you. They can't play the obstinate baloth because the ability is not causing them to discard it, they are discarding it in order to pay for the ability: it is discarded before the ability even resolves

This card is perfect. An efficient flying beater for black, and an ability that would leave your opponent scratching his head, and as others have stated, a combo enabler for madness/reanimation decks. In my opinion, this card is the poster child for Rogues as well. It shows just how aggressive that tribe wants to be.

@Lueseto I also believe that once they activate the ability, they control it. so even if, as an effect, it caused the person who activated it to discard a card, that person would not be able to play the baloth.

I love cards that give your opponent a choice. They may not always do what you want, but the fact that they have some say in the outcome means you get to watch them squirm.
Do they discard two cards? Or do they take four damage, discard one, let you draw a card, and risk a prowl effect? The choice is theirs, and they'll hate both of them.

I run this guy in a faerie tribal edh deck, and I`ve just played against a "grouphug-draw plenty of cards-just to lose that much life at your upkeep" kinda deck... (with cards like Black Vise for example...) And of course, this little guy here, just saved my ass and made me win the game, by letting me discarding my hand, to not lose that much life...
It´s everything but obviously, but his discard ability is really great in a lot of situations...
For example, apart from the already mentioned possibilities, his discard ability also comes great with the Ensnaring Bridge. The Bridge is an awesome protection against fatties of all kinds, and fits perfectly in any deck with mostly only weeny creatures, like a faerie tribal deck.
And while others rather use stupid spells like One with Nothing, I just use my Prowler to have a better control over my handsize. And who wouldn´t rather discard a card, than to have a Primeval Titan or even worse attacking you?
Oona's Prowler is really a GREAT card! It´s also good to subconsciously tell your opponents to discard creatures for the Puppeteer Clique to resurrect later...

Question, if wilt-leaf liege or Loxodon Smiter , which both have the ability if an ability an opponent controls would cause you to discard this card from your hand, put it into play instead, is discarded using the ability of the prowler, does it go into play (assuming it is not yours of course)?

This is just so good. Either you get a 3/1 flier for 2, or you get a 1/1 flier that causes card disadvantage. Both are awesome. I want 4 for my MBA deck, alongside Nyxathid.

This simply has the curse of being one of those cards that gives your opponents decisions with mostly perfect information. Its saving grace is that it does a very nice Aquamoeba impression.

This is usually a 3/1 flyer for . If your opponent thinks to discard a card to make it a 1/1 just so they don't take an extra two damage, then: 1. They think Healing Salve is an amazing card, and 2. They don't have any Healing Salves in their deck.
Jokes aside, this card is amazingly aggressive and perfect for a casual Rogue deck. If they don't want it to deal damage, they need to discard two cards, and if you have Noggin Whack in your hand, then they've pretty much just given you what you want for free.
It does give some interesting situations when they have a 2/2 or 2/3 flyer to block it. Will they lose the creature, or discard a card?
