Is it possible to use this card (reanimate as an instant) to bring back a card like Serra Avatar from your graveyard to play?

Well of course it is, that's just what this card does ;)
Upside is that you can play this guy on turn three, that you have a 2/2 body in case you don't feel like reanimating a creature (or can't do so).
The downside is that (unless you provide this creature with haste) you have to pass your turn until you're able to activate his ability.
You could use two of them for example with Lightning Greaves and Rotlung Reanimator to create a four-card synergy for cheap armee of 2/2 Zobmies in a black Cleric deck.
Most often it will be much easier to simply reanimate a big guy, though.

Entomb a Gleancrawler and reanimate the Gleancrawler with this, and you get your Necromancer back!

I didnt realize until recently that he's a mercenary. I wonder if he'd be good with the Caterans.

Here's a little combo for mercenary deck lovers. One of the biggest problems with mercenaries is that they search from up to down, unlike rebel from down to up. With that said, you can play Mercenary Knight, Doomed Necromancer would then bring the big creature back. Both of them are mercenaries so they could be fetched too.

Combos well with Fauna Shaman and Sun Titan. Discard a Sun titan, tutor for another Titan, then Sac this to reanimate the titan, and bring him back with the Titan's ability. Rinse and repeat.

Here's my question, at the beginning of the effect it says "Return," does that mean monsters like Emrakul or creatures like Reya Dawnbringer can't be revived if they never touched the field? (Assuming they were discarded.)

Freaking Tenth Edition is SO GOOD. When it remakes cards they're better than the originals, as opposed to many core sets.

This alongside Anger and you get a Zombify.
Granted there's lots of more effective way to reanimate (faster and/or cheaper), but at the time of Onslaught, this was rather pretty good :).
I'm still running that deck now for casual and it's fun and reliable without being too much of an issue for the wallet.

Oh and also, T1 - Swamp, Dark Ritual, this. T2 - Swamp, Putrid Imp, discard a bomb with haste preferable (like Akroma, Angel of Wrath or Rorix Bladewing).
It isn't THE best play for reanimation, but it is quite good. I mean, what kind of elitist would complain putting a bomb (and potentially an attacking one) on turn 2? :)

@Coufu and KingRusty - It wouldn't be able to reanimate anything that isn't in the graveyard...so Emrakul, the Aeons Torn and Serra Avatar aren't legal targets, even if discarded (since they hit graveyard and are then shuffled into your library).

The "when" part of emrakul and serra avatar should tell you that this is a trigger. You can respond to the trigger by sacrificing the doomed necromancer to get the target in play. Since the card will change zones from graveyard to battlefield the ability shouldn't be able to find the card and shuffle it into the library afterwards.

Him, Rotlung Reanimator, and Skirsdag High-Priest make for good black cleric synergy. (I'd still splash white!)

But basically, he dies, gives you a zombie, and another guy; giving you two new bodies to tap for skirsdag while activating morbid. Them all being humans helps with Devout Chaplain to hold down things that 5/5 demons and kill cards can't handle.

Quite a bit different usage (surprisingly) from Apprentice Necromancer who is better used for a fat-hasty thing or a combo creature like Hellcarver, Strossus, or similar. This guy tends to be better for getting a fat thing that you're not relying on; you just want him back.

Worth noting that he's a 2/2 beater that costs only as much (total) as a regular reanimation spell! In {B}{R} with Anger you can effectively replace Rise from the Grave style cards (most of the time) with just him.

This guy also works well with Order of Whiteclay; as he's color light, can get things the Order of Whiteclay can't, while also allowing the Order to pull him back from the grave!

Example:
Skirsdag, this guy, Order
Sac this guy to grab Ravenous Demon, tap skirsdag, ravenous and order for a Demon, pay {1}{W}{W} and get back your necromancer.
