Technically your opponent could just use the ability once you're finished discarding. It's too risky. You need to make sure that your opponent's either have no land cards to discard, or they are not willing to discard cards.
I've never used this card before, but it looks like you should use it with at least 3 land cards in your hand, and you discard two right away. Keep the last one for safety. If your opponent discards, you use that last land. It is unlikely your opponeny will discard more than one. And with just four charge counters on it, you can deal 7 damage!!

If you discard 2 lands, then your opponent one, then you one more, it would deal 11 damage. Each discarded land adds 2 counters.
Interesting, but I don't know how practical it would be. Unless you can be sure that an opponent can't (or won't) pitch more lands than you, it's a very poor choice.

this card is good in a fast red deck cuz after you get like 3 / 4 manna you don't really need any more. then you can just build up stores in your hand and finnish with this

Good as a follow-up to a sweep card, unfortunetly there arn't enough sweep cards to combo this with. Also would be good in a red/blue Moonfolk deck, or after playing Treasure Hunt.

This seems like it'd be awfully fun in double-headed Giant or Emperor. Have your allies pitch in on the land discard and you have a larger opportunity to counter whatever your opponent tries to do.

In UR, you can use this nicely with telepathy, or peek. I guess when you twincast this, you don't copy the charge counters. That would be so cool. Ah, a man can dream, though, man can dream.
I thought this was a pretty fun spike card until I reread the activated ability and realized the target could change and other players could activate it and change the target. I'm picturing a very large burn spell with a built in redirect clause that could cause some real shenanigans.
If you had a Runed Halo out and nothing your spell could bomb on your side, it would be pretty awesome. However, the fact that you don't pitch your lands on resolution but while it's still on the stack means that you could be at severe card disadvantage if one were to counter this.
All in all this is a very red spell.

It's an instant. With an activated ability. That anyone can activate. That can only be activated on the stack. That puts charge counters on a spell. What. The. Hell?
All you need is a way to return all your lands in play to your hand. The damage yield per discarded land is fairly high, making it a combo worth pursuing.
Of course, if it's countered it's game over for you unless you have other threats in play that can win.

Cold Snap, like Time Spiral block a year later, referenced a lot of old cards and mechanics, although unlike Time Spiral, mostly from Ice Age and Alliances, the other sets in its "block".
This card references a card from the Legends expansion: Land's edge.
Skullbriar, the Walking Grave is the only other card I can think of that can have counters on it while on the stack. Epochrasite has counters on it just before being put onto the stack from exile and just after entering the battlefield but not on the stack itself.
It's a pity that proliferate doesn't interact with this. Oh well, there's always hungry hungry heifer and giant fan.

Use in a land destruction deck. At least the first game they wouldn't expect it and you could pitch all your extra lands to finish them. In the second game they will be tempted to hold 1 land. Its a win/win if you can scare them from playing needed land when you are destroying them.
