Regarding the single card you're right, but you can cascade into any of these suspend cards which have no mana cost, ultratog. Hypergenisis for instance is a famous card with that trick.

Don't even bother considering this card in any format that Balance is legal. Absolutely horrid compared to the original which brutally punished your opponents for racing ahead of you too far. Except in certain very limited decks or when used with a limited number of very specific cards (Sins of the Past), this card should be avoided at all costs. Cataclysm would probably be a better alternative to Balance than this by about 900%.

In multiplayer, I like to act in a 'judicial' role, making sure the Johnnies don't go too crazy, the Spikes don't play too fast, and the Timmies don't get too much mana! Of course Balance is the 'better' card, but I run this one anyway for the psychological effect it has on the game, and to give people time to prepare for it. Plus the art is mega.

Yeah ... Balance was sickeningly powerful, we're talking Power 9 powerful, because of being able to decide when to use it. A Balance that people see coming for six turns and can't be played early ... nothing on it. :( Still, I'd like to see someone manage use of this one with some trick or other to play without suspending it. Could be glorious if efficient ... but there's the trouble, eh?

@littleteapot Nope. You can't cast a card with flashback without a flashback cost just like you can't cast it as it is with no cost. If the cost was , then of course. But Flashback follows the same rules as normal mana costs.
Just check the rulings: 10/15/2006 This has no mana cost, which means it can't be cast with the Replicate ability of Djinn Illuminatus or by somehow giving it Flashback.
You can, however, cheat this into play with any effect that says "you may play the spell without paying it's mana cost" such as Cascade, Hideaway, Fist of Suns, Panoptic Mirror (Very Evil), etc...

Play this turn 1, then nobody will do anything until it resolves 6 turns later. Or, play this turn 1, then get totally screwed later. There is no way to tell who will have developed further from the time you play this to the time it is relevant. All that said, a really cool remake of a really cool card

It seems no one has mentioned using it with the borderpost cycle. Keep your lands low to nonexistent, cascade into Restore Balance, then drop an March of the Machines and beat face with your swarm of 3/3s.

Every card in Time Spiral was a throwback to at least one previously printed card.
This card references Balance and is part of a cycle of rares featuring the Suspend mechanic and having no mana cost, forcing you to suspend them as the primary way to cast them. The cards all callback to one of the color's most powerful spells ever; the others are Ancestral Vision, Wheel of Fate, Hypergenesis, Living End, and Lotus Bloom.
As these cards have no mana cost, they must be suspended to be played from your hand, but abilities such as Cascade treat these cards as if their converted mana cost is 0, allowing you to skirt around suspend and play them immediately!
