pretty good card I would try to find one but I already have enough draw and discard spells to satisfy me for now, but if one was to enchant this creature with flying or shadow etc. it could really rack up your cards and destroy the others

Cla-ssic U/B Discard Draw. It would have helped if it had some evasion like flying or fear, but it's a pretty solid card nonetheless.
There's something elegant about slapping a helm of the ghastlord on this. Still needs some sort of evasion, but free mind rotanddivination every turn is just too fun.
I LOVE the Dimir. I like the Orzohv, too, but milling is SO cool.

May I suggest Writ of Passage? Using its forecast ability you wouldn't lose 2-for-1 if somebody destroy your Cutpurse in the middle of the combat, but if you're confident you can enchant it for only {U}... Only one swing with this Spirit is already card advantage, and then can be only better...
If you want to go outside the Ravnica block, Whispersilk Cloak is probably better (read "absolutely"), but I'm a little tired of how many card the cloak is good with...

Helm of the Ghastlord + Whispersilk Cloak + Vows and Magemarks = The Batman 0.0
Alternatively, you can do the same if you discard this guy, anger, and then unearth him.
You can swing T1 using the unearth method if you dark ritual that turn as well.
Swinging T1 or T2 with this guy, even if you used 2 other card to do it, is already card neutral and worth it. More worth it than the hypnotic specters in your deck as well.
