If a player plays a Storm spell with CMC 3 or less, does this deal 2 damage to that player for each copy in addition to the actual card being played?

No, because he technically played only one spell, but it gets duplicated when cast.

Actually zpikdum is right BUT... Storm says (When you cast this spell, copy it for each spell cast before it this turn. You may choose new targets for the copies.) So, every spell before this one that had CMC 3 or less made Pyrostatic Pillar trigger. This is awesome card in vintage for monoreds ;)

Sadly, Storm runs Tendrils of Agony, so this doesn't completely destroy them.

This card is pretty nasty with burn, you shock yourself yes, but with burn, the two damage shouldn't matter, played early and your opponent helps you, played later (and correctly ) it can stall for that last burn spell, if allowed to resolve, permission based control should no longer prove a problem, add sulfuric vortex in the mix and you no longer have to actually do anything at that point.

Consider using Trinisphere first. It's a costlier card, and an artifact, but preventing those spells from happening could be a lot better than adding some burn.

@Ideatog: You won't find anyone playing Sphere of Law where this card gets played :D
If there's anything they'll do about this enchantment, it'll probably be spot removal.

I feel like this is a really good legacy card (especially with counter spells); it's NOT good against combo. I'm thinking alongside Delver of Secrets, Young Pyromancer, Lightning Bolt and Daze etc. it just deals a really cost-efficient amount of damage until your opponent can't cast spells anymore (falls below 2).

Outside combo, the only played spells that DON'T trigger it are Force of Will, Batterskull, Terminus, Bloodbraid Elf, Jace, the Mind Sculptor, Submerge, Fireblast and Supreme Verdict.
