Solid. Plays well with Cloudshift and Restoration Angel if you see another card you want them to get rid of. Great against American and Esper control decks.

This card is going to be a staple for a while. Even if EDh I could see this card getting amazing use. It reads "Counter this spell or lose a better one."
This will be a standard player for a least as long as Restoration Angel is in standard.

This would be better if most of the instants and sorceries used in standard weren't actually "enters the battlefield" effects of creatures. "Modern" magic sure loves its enter the battlefield effects.
It's not the most deadly card I've ever seen- but it's got definite synergies with some things. It's still 3 mana for one card though. I think Tidehollow Sculler was better. If I'm wrong, I think Tidehollow Sculler is as strong as I want this to be and this should have been Tidehollow Sculler Renamed.

Tidehollow Sculler is not better, because 1: It's an artifact 2: they get the card back when sculler dies.

This probably fits best into an Aristocrats deck, where you want to play aggressively. Exile a Wrath or Azorius Charm. Love it, 4.5/5
The fact is, that Tidehollow Sculler can hit every nonland card, and Sin Collector hits only Instant or Sorcery (!). Sculler also dodges more removal, because he is WB artifact creature with a Zombie subtype, so you can't get rid of him easy.
The next thing is cmc. Sculler is cheaper, and he is 2/2. 3 mana for this effect with 2/1 body isn't so great in formats other then standard or limited and maybe EDH.
So the truth is: Sin Collector is a great card, flavorfull, with synergies, but it won't see play in modern, whileTidehollow Sculler actually is played in modern.
My personal raiting: 4,5. I love Orzhov.

This is NOT the "second" Tidehollow Sculler, see Mesmeric Fiend. Personally, I think Sculler is better mainboard while this is better sideboard. Very good card, 4.5/5.

I don't know... I think this guy is pretty generic.
Sometimes you will snatch away an important card, sometimes you won't get any at all (or your opponent will have an empty hand). Sometimes an early 2/1 body is great, sometimes it's useless, especially when drawn late. The question is what you are looking for. If you search for efficient discard, this guy ain't for you. Too slow, hits only one card, and even that only at times. If you search for an efficient creatures, this guy ain't for you either, since a 2/1 for three mana (in two colors) is not that great.
I guess he is best in decks where he exists mostly to trigger exort, that are heavy on removal (so that you can keep attacking), and that have other ways to make good use of creatures (sacrificing them to something or whatever).
Especially in limited, the number of instants and sorceries people play is lower compared to constructed. So he is worse there. While in constructed, I think he is too inefficient. He will surely find a home in a lot of casual decks though.

Very good and probably Legacy worthy. Why? Because he's card advantage that can eat counterspells, kill spells, and combos. Say: T1, Fetchland, Deathrite Shaman T2, land, exile the land from your grave, this guy
This can be done in {W}{B} still, Deathrite is a good creature, and this guy just T2 omnom'd something important. He may not find a home in standard, but I nigh guarantee that he'll be of use against Combo, Control, and some aggro decks. Probably main 2ish; and consider siding more. They're a T3 Duress that can chump or beat. WB are the colors of great removal so if you can pin them to the wall with your removal while taking out theirs, you can put the game in the bag.

@Tamerlin: I have no idea what you mean by "control decks are not very strong in the meta", this is a very good card for a control deck. This is essentially a {B}/{W} Cancel, attached to a 2/1 body. And to anyone who mentions that this can't hit creatures, YOU SHOULDN'T WASTE COUNTERSPELLS ON CREATURES. There's so much creature-specific-bounce out there (and in {B}/{W}, so much die/exile) that you'd want to hit NON-creature spells when you can. The only time I find it acceptable to counter a creature is if the creature would be untargetable later; I would counter a creature with shroud, hexproof or protection from (insert color here).
I'll give you all a few reasons Tidehollow Sculler is not better: 1. Tidehollow Sculler is more breakable as an artifact. 2. Tidehollow Sculler returns the card upon leaving play. 3. This is a Cleric, and Edgewalker can reduce his cost to {1}.

What I think he was trying to say was that if you're running control, you don't want your opponent to have this in their deck. You're right of course; you DON'T want to counter a creature spell if you don't have to - at least if you're already running the spot removal that you should be running.
That's why this guy is a control hose. If you're running control and an opponent casts him, you effectively HAVE to waste your counterspell getting rid of him; otherwise he'll just resolve and take it anyway.
Hence, him being in standard is another reason why control decks are weak in the current meta. (In his opinion, anyway. Control decks are almost all I see at my shop other than devotion. At the time of posting, though, 7 of the top 8 national decks are devotion decks.)
