..... I think it's decent, it would have been overpowered if it was , but underpowered as it is right now. It falls late on the scale chain and competes with already Mana costing cards...
I can see this being an unexpected Shiner, but more then likely just like every other Cipher card.... Overcosted and ineffective.

By turn five, assuming you've drafted/opened the unblockable creatures Dimir needs, your opponent may be low enough for this to finish them off, especially if it hits again on the Cipher. Explosive Impact saw some use as a finisher, and this has a good chance of doing more damage.

Clear use of cipher is on unblockable creatures. This is really powerful in sealed, where you are able to get several unblockables and flying creatures. This works good because dimir doesn't have many power raising spells in Gatecrash, so slapping this on a creature will get the game to end much quicker. Six damage the turn you play it (3 from casting and 3 from ciphering), with an extra 3 on your creature each turn riding you to the win. Not quite a bomb, but a decent limited pick.
^That won me a very close game against my Simic opponent at the prerelease. Said opponent was also my roommate.

You don't need to play cipher spells onto a unblockable, you know.
In fact, if you can, playing it onto a High Priest of Penance would be really dangerous. It's still a 1/1, but now, you're risking so much. It adds a lot of headaches for blocking phases for this reason.
However, for best results, just add Deathcult Rogue. No need to be difficult now.

I think few people are realising this cards potential in a control deck. This will maximise a big threatening creature with evasion, and think about card advantage with these cipher cards. Sure these cards cost a bit more on the one off because they're potentially going to be played multiple times for free after it's cast.

This isn't that bad. It's six damage for 5, assuming your creature gets through. Any further hits increase the ratio of damage to mana. It pays for itself, incredibly after a few hits are in. You're not going to drop it on a creature unless it has some evasion. Throw it on a flyer and it is great in limited. Opponent at 10 life and you have a 2/2 flyer? Cast this, hit them for 3, attack for 2, and hit them for 3 again. Fantastic.

As with all Cipher, Extort makes this thing crazy in the right environment. Stick this on evasion and watch the extort triggers give you value without committing additional cards. The life-loss from extort and this card combined really drains the opponent (or opponents even) rather quickly. Still, five mana is quite a steep investment for something with a real need to be protected.
10 + whatever damage the creature this is ciphered onto is pretty mean. I'm currently working on a Grixis deck utilizing Cipher cards, Invisible Stalker and Guttersnipe.
Thinking I might throw in Illusionist's Bracers to combine with the copy spell ability on Nivix Guildmage. Cipher triggers, and I copy it twice.
Too many moving parts, all the creatures are weenies... But it has potential, I like to think.

This card has already won me so many games that I wouldn't have won otherwise. Sure, you need evasion, but if you don't have evasion in Dimir or Orzhov you are playing the wrong deck. Fits great on a turn four Keymaster Rogue or Balustrade spy. If your opponent if sitting pretty at 9 life, they're dead. Still, it's strange that the best lava axe ever is black.

This card unfortunately falls from the "too high of a cost" syndrome. You HAVE to build a deck around cipher cards to get this one too work. Luckily, it does quite well when it wants to. If you can get it on turn five and cipher it onto a stalker or something you're in business.
If you have this in your sealed pool, play it. Period. This card is an unbelievable blowout in limited. Heck, even just pick one up as a one of in draft. Accelerates games very very quickly, it's on average, I pay 5 mana, you lose 3 life, swing for 2 unblockable, you lose another 3 life, untap, 5 you, you're dead. One of the best common limited finishers for sure. On average, significantly better then Explosive Impact, it deals 6 damage for 5 mana and deals 3 damage a turn after that.

Genuinely one of my favourite cipher cards; sure it's expensive, but in the right deck it's a hit for 9 on turn 5, with an extra 3 each turn? Could be a solid game ender, SLAP IT ON A LATCH SEEKER!

The fact that Cipher lets you cast a copy of that spell is interesting... so anytime you hit somebody with Cipher, the Consuming Aberration ability or Guttersnipe ability get to proc also? Sounds nice to me. This one is a little spendy, but I have won games with it. Works good on unblockable creatures.

It's really just a +3/+0 enchantment that does 3 extra damage on the turn it comes in. The burst can catch people by surprise, but it mostly just loses to standard enchantments.
