If you had a choice of who to mill this would be better, but as is it doesn't fit the mill yourself archetype and thus remains a Sea Eagle that can mill if it hits.

Great art, and this guy can carry a sword fairly well I guess. @Totema. Why just use him in mill? I drafted 4 of them with 3 Drogskol Captains. I'm thinking spirits would like a decent 2 drop creature.

Hedron Crab is a mill creature. This thing is sad far away remnant of a mill creature. Fun fact about mill, just like damage, it does nothing (At best) to your opponent until it kills them. As such, mill decks must focus on doing just that, and quickly.
The following will only apply to constructed...
Imagine using a 1/1 flier as part of an aggro deck to kill your opponent. Alone, it would take 20 hits to kill your opponent, so lets call that 0.05% damage per hit. A card like lightning bolt is 3/20 or 0.15% damage in a single blast. (Assuming you used it to hit your opponent)
In mill terms, your opponent has a 'life' of 53 cards at the start of the game. hitting for 2/53 a turn is ~0.038% damage per attack. Your opponent draws one card each turn, effectively hitting themselves for ~0.019% each turn and a card like Tome Scour does 5/53 or ~0.094% as a single hit. Hedron crab hits for an unblockable 3/53 or ~0.057% each turn you drop a land.
As you can see, the race is stacked against mill a little bit, even when you add the little hit each player takes to their deck each turn. That's okay, because blue is king of mill, and happens to be king of control as well. However, please note that his is slightly weaker for mill than it even is for beating down your opponent. Hedron crab is the real 1/1 mill aggro creature on the block, and he costs less. Honorable mention to Screeching Silcaw.

I like him. He reminds me of Plague Stinger. A 2-drop flier that pursues an alternate wincon. True, milling is a slower way to win than infect, but this baby also does damage, and spirit tribal is huge. @Enelysios: Mill also has bombs like Mind Funeral and Glimpse the Unthinkable. Traumatize draws even to Blood Tribute, but there isn't much to compare to Keening Stone. The problem here is that you're comparing Lightning Bolt to this card, a comparison for which many cards would disappoint you just as much. Also, don't forget that you can only have four lightning bolts in your deck, and you have to draw them all. This creature can attack every turn.

People who say that mill does nothing until death are stupid. Mill removes threats. Unless your opponent is going to be playing out of their graveyard, mill can prevent them from drawing their threats. That's why it existed in the first place. It wasn't initially a win condition, it was a control method.
In that sense, this guy is pretty good. An evasive mill engine for aggro-mill decks that helps prevent an opponent from drawing whatever potent goodie he may have to shut you down. There are a lot of things that can be done with a cheap, evasive critter.
