I'm thinking that this could be used with creatures/artifacts that have "enters the battlefield" or "leave play" effects like Mulldrifter or Shriekmaw OR AN awww.... darn, only if it stated "Enchantment" instead of "artifact." THEN you could play this on a Reality Acid! :(
No you can't, bobmacambob. Phasing in and out does not trigger "enters/leaves the battlefield" effects.

Phasing has "Memory'. When it phases, the card has memory that it is the same permanent that phases out. And phasing doesn't trigger enter/leave effects because of that.

That looks like the same rabbitty thing as in Polymorph.
I dont know about you guys, but I love this card. Imagine, now all of the artifacts / creatures that are so epic, but affect all players, now only help you. Imagine, this + one of the following: Mycosynth Lattice Omen Machine (In a high cost deck, imagine top decking Emrakul, The Aeons Torn with this) Howling Mine Anvil of Bogardan
or what ever artifact/creature does epic things during someones turn that you want to yourself only.

It doesn't work like that as phasing happens before your untap on your turn. So the permanent is in from your untap to your next untap affecting every player, then it's out from your untap to your next untap, not netting you on your turn.
What you need is activated or triggered phasing that can phase your permanent out during your own end phase, ready to pop in during your next untap. Like what Crystal Golem has.

hedronMatrix, I don't think this works with Howling Mine like you'd hope. If you cast Howling Mine and then enchant it with this, everyone else would still draw a card on their next upkeep step. When your next turn comes around, howling mine would phase out on your untap step, so that only you miss out on the extra card.
Howling Mine would remain phased out for the rest of the round, and then phase back in on your next untap step so that you finally do get that first extra card, and then everyone else would get another extra card on their upkeep step.
So enchanting Howling Mine with this does two things:
1) It globally cuts Howling Mine's effect in half (everyone draws an additional card half as frequently). 2) It exaggerates Howling Mine's inherent tempo disadvantage.
