Cycling *does* work with this. One Fluctuator, one Jace's Erasure... you pay {0}, discard a cycling card to the top of your library: Draw that same card. Go with that big spider from the new Mirrodin block if you prefer life loss (or if running a non-Blue artifact combo deck, the fools).
How would this work with Null Brooch, as I imagine that 'discard a card' is different to 'discard your hand'? I'm hoping not, so then I can more or less have counters without a real downside.

"Discard your hand" is the same as "Discard every card in your hand".

Except that you've lost your draw step. Most players like having that step available to them.
