Kinda like a wall version of Spiny Starfish, but without the ability to clog the field as rapidly, and it's more mana-intensive. I give it three stars.
I'm not sure how people are missing what this card is: a cheap, reliable blue token creature creator. Yeah, it's not as versatile as some other token creators, particularly in other colors, but blue is not really known for its ability to crank out token creatures. Compared to other blue token creators this is fairly respectable.
My biggest problem with the card is the toughness on the wall itself, which leaves it vulnerable to Lightning Bolts and the like. Even increasing the toughness on this by one wouldn't have broken anything, but then again that's Homelands for you.
I love this card. LOVE IT! Oh noes! MOAR KELP! Heh. Seriously, it could have some use, I suppose, in the right deck. I can't really think of what that deck would be off-hand though.

Not that bad, a 0/3 wall for UU is fairly steep, but the fact that it can make more walls (at instant Speed..) makes it a little better. Not a bad card for a U/B draw-go control deck.

This isn't a "throw into any deck and it'll work" card, but in the right deck it's great, particularly anything that benefits from having lots of walls or defender critters in play. Fortified Area, Overgrown Battlement, Rolling Stones, Vent Sentinel, Perimeter Captain, Stalwart Shield-Bearers, and Wakestone Gargoyle all spring to mind.
