I love this card.for this reason
step one attack with a black card with ...say for instance shadow...unblocked...
step two play this card and draw one....then untap that creature and attack again this time it's blue...and some cards get increased strengths for more blue permanents

lol you can't attack twice with this unless you use "you get an extra combat phase after this one" kind of card

Its an ok card, but theres nothing really all that appealing about it.

And as to that Arcanis combo, add in an Aeon Chronicler to the mix, and you've got an enormous creature!

One mana cantrips are always good and exploitable, and this actually has a useful effect tacked onto it (unlike, say, swampwalk).

The problem with all the combos you guys mention is that they require you to already have a win condition on the table. How many games are you going to lose with an active Arcanis or Niv-Mizzet? And without them, this card is a pretty mediocre cantrip.

Now, a decent combo is this and Gelectrode, which can take down a 3/3 for one mana and no cards. Throw in a Basilisk Collar (searched up with Trinket Mage, natch) and Wisps lets you take out two creatures for free.

Oh... in a Cascade deck, if you run with only 1 Bloom Tender, 1 Wheel of Sun and Moon and 1 of this Cerulean Wisps, with all 3 and 4 CMC cascade spells, you are able to play so many spells at turn 4 or 5! Personally, I have too a Prismatic Omen and a Worldly Counsel at 2 CMC in my Cascade deck, but anyway... I'm a Jonny player... so next time I'll play this deck I'll play with one copy of this....

Combos wonderfully with Blistercoil Weird and Paradise Mantle.

1) Tap the Weird for Blue.
2) Cast this and target the Weird; his ability triggers and he untaps and gets +1/+1.
3) Tap the Weird for Blue again.
4) This resolves; the Weird untaps and you draw a card.

All in all, you've thinned your deck by a card, added Blue to your mana pool, and given +1/+1 to your Blistercoil Weird until end of turn.
